1099 Senior Consultant - CalAIM Technical Assistance
Position Overview BlueRidge Management Solutions seeks experienced independent consultants to support our growing CalAIM technical assistance portfolio. As a boutique consulting firm specializing in CalAIM implementation for healthcare and social service organizations, we need skilled professionals who can deliver hands‑on support to help providers navigate Enhanced Care Management (ECM) and Community Supports certification processes.
Key Responsibilities
CalAIM Program Development: Conduct comprehensive CalAIM readiness assessments for healthcare organizations, FQHCs, CBOs, and housing providers; develop CalAIM‑compliant policies, procedures, and workflows for ECM and Community Supports services; create documentation systems meeting Medi‑Cal Managed Care Plan standards; design quality assurance frameworks and monitoring tools.
MCP Contracting Support: Prepare and submit provider certification applications to multiple health plans (Kaiser, Anthem Blue Cross, Health Net, L.A. Care, Partnership HealthPlan, etc.); navigate MCP portals and credentialing requirements; support gap closure processes and compliance reviews; assist with rate negotiations and contract term analysis.
Training & Workforce Development: Develop and facilitate CalAIM training curricula for client staff; create job descriptions and organizational charts for ECM/CS roles; conduct workforce capacity assessments and staffing models; provide 1:1 technical assistance to client leadership.
Project Management Support: Maintain project documentation in Monday.com and SharePoint; participate in weekly client meetings via Zoom; collaborate with BlueRidge project managers and executive team.
Required Qualifications Education
Master's degree required (MPH, MPA, MSW, or MBA)
PhD relevant healthcare/public administration focus
Experience
Minimum 5 years in healthcare administration, public health, or social services
Direct experience with CalAIM, Medi‑Cal Managed Care, or similar Medicaid programs
Experience with vulnerable populations (homeless, justice‑involved, behavioral health)
Technical Skills
Proficiency in healthcare compliance and regulatory requirements
Strong technical writing for policies and procedures
Financial management and healthcare billing knowledge
Microsoft Office Suite and project management platforms
Preferred Qualifications
Previous consulting experience with CBOs or FQHCs
Knowledge of California healthcare landscape and MCPs
Experience with housing services, transitional care, or recuperative care programs
Work Arrangement
$85/hour starting rate (negotiable based on experience)
Estimated 20-30 hours/week with potential for full-time
Remote work with occasional travel to client sites in California
Flexible scheduling with some client‑driven meeting requirements
