California Department of Health Care Services (DHCS) is the backbone of California’s health care safety net, supporting low‑income families, children, pregnant women, older adults, and persons with disabilities. This position offers an opportunity to lead financial management functions for Medi‑Cal managed care plans.
Overview The Capitated Rates Development Division (CRDD) develops and processes Medi‑Cal managed care capitation rates for more than 10 million beneficiaries across California. Under the general direction of the Section Chief, the Staff Services Manager I (SSM I) manages the daily and long‑term activities of a Financial Management Unit (FMU). The FMU’s primary responsibilities include: non‑actuarial, capitated rate‑related functions such as development, analysis, and implementation of Medi‑Cal managed care capitation rates; oversight of financial viability and compliance of Managed Care Plans (MCPs); development of fiscal analyses for budget assumptions; payment policy implementation; and monitoring of waiver initiatives and compliance with CMS regulations.
The SSM I coordinates with multiple internal and external entities including CMS, MCPs, counties, hospitals, health care districts, medical centers, and accounting, budgeting, and fiscal forecasting divisions within DHCS.
Responsibilities
Develop, analyze, and implement Medi‑Cal managed care capitation rates.
Oversee MCP financial viability and compliance with statutory, regulatory, and contractual requirements.
Prepare complex fiscal analyses and policy changes for Medi‑Cal budget assumptions and payment policy.
Monitor and evaluate Medi‑Cal managed care delivery system waiver initiatives.
Ensure compliance with CMS regulations related to managed care rate setting.
Coordinate with CMS, MCPs, counties, hospitals, health care districts, medical centers, and internal DHCS divisions.
Unit B1 – PP‑GEMT Program
Oversee the Public Provider Ground Emergency Medical Transportation (PP‑GEMT) Program.
Collect, analyze, and review cost and utilization data from MCPs for invoicing and reconciliation.
Develop project plans, deliverables, timelines, and flowcharts.
Maintain program communication mechanisms including website, FAQs, and email correspondence.
Handle logistics for invoicing, wire transfer payments, and provider reimbursements.
Unit K – Directed Payments Program
Develop and oversee directed payments within the Medi‑Cal managed care delivery system.
Conduct analytical studies and develop policies and procedures.
Maintain detailed records of contracts and funding pools.
Engage with hospitals, managed care plans, and CMS for program inquiries and data activities.
Minimum Requirements
Classification: STAFF SERVICES MANAGER I.
Minimum salary: $7,172.00 – $8,910.00.
New to state applicants will be hired at the minimum salary or alternate range if applicable.
Must meet the minimum qualifications listed in the Class Specification.
