The Trial Court Administrator, Sandra Barrios, oversees all administrative responsibilities of the Fourth Judicial District. This includes responsibility for facilities management; serving as a liaison between agencies, the media, and the public; and developing and carrying out policies that enhance court system performance. POSITION GENERAL SUMMARY The Guardianship Court and Home Visitor serves in a dual role conducting initial Court Visits for cases involving adult incapacitated persons, per Idaho Code Title 15, Chapter 5, Part 3 and Idaho Court Administrative Rule 54.4, and conducting follow‑up Home Visits for ongoing cases. This position evaluates individuals and situations for appropriate guardianship and conservatorship terms, creates reports, and makes recommendations to the court, as required by statute and court rules for Court Visits, and creates summary reports for Home Visits. DISTINGUISHING FEATURES OF THE CLASS The Guardianship Court and Home Visitor performs complex and varied work under the general direction of the Deputy Trial Court Administrator; however, the incumbent is given latitude to exercise discretion and independent judgment to accomplish work. As a Court Visitor Schedules, coordinates, and conducts in‑person evaluations of the person under proposed guardianship, petitioner, and proposed guardian or conservator to determine the necessity, scope, and appropriateness of proposed guardianships and/or conservatorships. Evaluates the physical, mental, functional, and financial condition of individuals. Creates and submits case reports of observations and recommendations. Testifies in court as required. As a Home Visitor Schedules, coordinates, and performs home or phone‑based visits, contacting necessary individuals by phone, email, or in person. Travels to and performs home‑based visitations with vulnerable individuals, their family, caregivers, guardians, and conservators. Conducts interviews with necessary individuals regarding their living situation, finances, and other information relevant to general welfare. Reports any concerning behavior or information observed to the Guardianship Monitoring Coordinator, the court, and/or required agencies as appropriate. Researches court files. Provides needed information, resources, and answers questions to those under guardianship. Creates and submits case reports of observations. ADDITIONAL FUNCTIONS Maintains county vehicle. Performs related functions as required. QUALIFICATIONS A post baccalaureate degree, including but not limited to a Masters in Social Work (MSW), Master of Science in Nursing (MSN), Juris Doctorate (JD) or related field. Must possess a license in good standing in one of the above fields. Two (2) years of relevant experience in case types arising under Title 15, Chapters 3 and 5, and Title 66, Chapter 4, Idaho Code. Two (2) years of experience working within a social services field, community advocacy or with at‑risk populations. Knowledge of how to gather information from collateral sources while respecting limitations for the type of visit being conducted. Knowledge of how to collect and assess relevant data and recognize the limits of the reliability and validity of different sources of data. Knowledge preferred of how to address issues such as general mental health, medication use, and learning or physical disabilities. Knowledge preferred of how to apply comparable interview, assessment, and testing procedures that meet generally accepted forensic standards to all parties. Knowledge of when to consult with or involve additional experts or other appropriate individuals. Knowledge of how to inform litigants, children, other participants, and collateral sources, of the purpose, nature, and method of the evaluation and the limits of confidentiality. Knowledge of how to prepare for and give testimony at deposition or at trial. Knowledge of how to maintain professional neutrality and objectivity when conducting court and home visits. Knowledge of the fundamental legal rights of those who are part of the process and how to conduct oneself in such a manner as to not violate or diminish those rights. Knowledge of how to consider the legal and professional standards, laws, and rules applicable to the jurisdiction in which the evaluation is requested. Knowledge of the geography of Ada County and/or how to operate GPS or navigation equipment. Skill in investigation and conducting interviews. Skill in communicating with culturally diverse populations and working with vulnerable populations in a variety of situations. Skill in developing trust, confidence, and cooperation of individuals. Skill in safely operating a motor vehicle in a safe manner and in accordance with all Idaho laws. Ability to independently plan work assignments. Ability to exercise professional judgment. Ability to effectively organize and maintain appointment schedule. Ability to perform duties in accordance with legal requirements and department policy. Ability to write reports clearly documenting relevant facts and conclusions. Ability to maintain cooperative working relationship with employees, county officials, and the public. Ability to exercise tact and discretion in obtaining the cooperation of others. Ability to maintain neutrality and confidentiality. Ability to keep accurate records. Ability to prepare reports that present conclusions in a clear, concise manner. Ability to maintain a calm, professional, courteous demeanor at all times. OTHER REQUIREMENTS Must possess and maintain a valid Idaho driver’s license. Must be able to obtain and maintain approval of the court for conducting Court Visits. This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing. JOB ENVIRONMENT Work is performed in a variety of different environments due to conducting home visits in various types of settings. Some of the position’s duties will be conducted in an office environment, and incumbent will be required to travel throughout the county. The incumbent may be required to work beyond normal business hours in order to meet the requirements of the court, attend meetings or make presentations. Requires sitting at a desk or sitting in a car for long periods of time, up to 8 hours, and ability to lift up to 20 lbs.; Requires sufficient personal mobility and physical reflexes, to permit the employee to function in a general office and home‑visit environment to accomplish tasks. The incumbent may come in contact with unfriendly people and/or animals and must have the ability to respond appropriately.
