Federal Civilian Business Unit The Federal Civilian business unit supports many customers spanning the federal, commercial, and nonprofit space. Our customers include NASA, the General Services Administration, Office of Personnel Management, the Library of Congress, Health & Human Services, and the FDIC. We partner with these agencies to build new capabilities, deliver products, establish data as a strategic asset for informed decision‑making, modernize legacy systems, and build the digital service infrastructure necessary to scale their mission impact.

Primary Responsibilities The Senior Technical Product Manager will lead the strategy, roadmap, and execution of advanced AI and machine learning initiatives that transform how the organization uses data to drive insights, decisions, and public‑facing services.

This senior role ensures that ML and data platforms are scalable, reliable, and strategically aligned, enabling data scientists and engineers to rapidly develop, deploy, and iterate models. By implementing Agile methodologies and leveraging tools like Jira and Confluence, the Senior TPM fosters iterative development, transparent prioritization, and alignment across complex, cross‑functional teams.

The Senior TPM will own initiatives spanning data ingestion, feature engineering, model training, deployment, and monitoring—ensuring models meet performance, trustworthiness, and compliance standards. They will collaborate with leadership, product, UX, data scientist, engineering, and policy teams to deliver actionable insights, improve operational efficiency, and enable AI‑powered innovation across the organization.

Ultimately, this role positions the data and ML platforms as strategic capabilities, ensuring that AI and data‑driven products are performant, ethical, and impactful for public health and organizational goals.

Primary Expectations

Strong influential skills to build relationships with internal and external stakeholders

Serves as a mentor and coach to other product team members

Leads cross‑functional efforts for delivery team members and team leads; may serve as the primary technical point of contact for stakeholders

Primarily focused on program and delivery strategy, but also supports tactical assignments

Considered an expert with agile methodologies; ability to lead cross‑functionally and deliver based upon requirements

Leads a cross‑functional team to deliver new products given the mission and goals of the customer

Works with a client/product owner to shape the vision and strategy for a product or program and adopt more iterative and outcome‑driven ways of working

Shapes the vision and narrative for the product by developing artifacts, like a “product brief” and related roadmaps; with the goal of instilling a shared purpose and metrics to define success

Works with customers to develop strategies that focus on the highest value outcomes for the program given goals, needs, and constraints

Successfully advocates for user needs and lean methods when setting priorities and managing tradeoffs

Basic Qualifications

Bachelor’s degree and 7+ years of experience

Relevant years of experience may be substituted for education

Senior Data & ML Product Experience Significant experience (5+ years) managing data platforms, machine learning pipelines, or AI products at scale. Expertise in data ingestion, processing, modeling, and deployment workflows, including operationalizing ML models in production environments. Proven ability to define and drive product strategy, roadmap, and execution for complex, data‑intensive initiatives.

Technical Product Management Skills

Ability to translate complex technical and business requirements into clear roadmaps, epics, and user stories for ML and data engineering teams.

Deep understanding of APIs, data pipelines, cloud‑based ML services (AWS SageMaker, GCP AI, Azure ML), and model deployment architectures

Experience defining metrics, monitoring, and observability strategies for ML and data products

Hands‑on experience leading Agile processes (Scrum, Kanban, or hybrid) for cross‑functional teams

Expert in using Jira, Confluence, or similar tools for backlog management, sprint planning, and stakeholder communication

Cross‑Functional Leadership

Experience leading cross‑functional teams of data engineers, ML engineers, data scientists, UX, and business stakeholders

Ability to influence senior leadership and align product priorities with organizational strategy, regulatory requirements, and ethical considerations

Data Governance & Compliance Awareness

Knowledge of data privacy, security, and compliance standards relevant to sensitive datasets (HIPAA, FISMA, FedRAMP, or similar)

Ability to define policies and requirements to ensure data integrity, reproducibility, and ethical AI practices

Preferred Qualifications ML Lifecycle Management Expertise - Experience with ML lifecycle tools for model versioning, experiment tracking, monitoring, and feature store management. Familiarity with real‑time or streaming data processing pipelines and operationalizing ML at scale

Advanced Analytics or Business Intelligence Knowledge - Experience translating model outputs into actionable insights for dashboards, KPIs, or decision‑making frameworks

Federal/Public Health or Policy Experience - Experience applying ML/AI solutions in government, public health, or regulated environments

Technical Leadership Background - Ability to read system and ML architecture diagrams, evaluate trade‑offs, and guide engineering teams toward scalable, maintainable solutions.

Ability to obtain/maintain any of the following CSPO, CPM, CSM or other related certifications

Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility. The range of starting pay for this role is $120,000 - $135,000.
