About The Position The NSPIRE & Project Manager plays a strategic leadership role in ensuring the successful coordination of maintenance projects, NSPIRE readiness activities, and overall departmental operations. This individual exercises independent judgment and decision‑making authority to manage key projects, drive compliance initiatives, and optimize operational processes across Redwood Housing’s portfolio. The role serves as a central point of leadership, providing guidance to teams and aligning departmental priorities with the company’s broader mission of safe, efficient, and sustainable housing.

Essential Duties And Responsibilities Strategic NSPIRE Compliance Leadership
Lead the planning and execution of NSPIRE readiness initiatives across all properties, making key decisions on prioritization, resource allocation, and corrective action strategies.
Analyze inspection reports and data to identify systemic issues and implement process improvements that enhance compliance outcomes.
Advise property teams and leadership on regulatory compliance risks, solutions, and operational best practices.
Project & Facilities Oversight
Direct and oversee major maintenance, repair, and capital improvement projects, exercising discretion in project planning, vendor selection, and budget management.
Monitor progress and performance, making independent decisions to reallocate resources or adjust timelines to meet organizational objectives.
Serve as the primary point of accountability for project outcomes and operational efficiency.
Procurement & Contract Administration
Prepare purchase orders, track invoices, and assist with vendor setup in accordance with company policies.
Maintain contract records, monitor expiration dates, and ensure insurance certificates and W‑9s are current.
Collaborate with accounting and procurement teams to ensure timely payment processing and documentation accuracy.
Team Coordination & Leadership
Lead cross‑functional teams in executing projects and compliance initiatives, providing guidance, support, and performance feedback.
Serve as a key advisor to senior leadership on operational planning, resource allocation, and NSPIRE readiness priorities.
Develop standard operating procedures, reporting templates, and strategic tools to optimize departmental efficiency.
Utilities & Operational Data Management
Track and maintain utility account information, billing status, and provider details for assigned properties.
Support data collection for energy management, sustainability tracking, and cost analysis.
Data Analysis & Reporting
Analyze operational data, utility usage, and project performance metrics to provide actionable insights for senior leadership.
Prepare and present executive‑level reports, summarizing trends, risks, and recommendations for continuous improvement.
Qualifications
5+ years of administrative or project coordination experience, preferably in property management, construction, or facilities operations.
Demonstrated ability to exercise independent judgment and make strategic operational decisions.
Strong knowledge of HUD and NSPIRE processes, or prior experience supporting regulatory compliance programs.
Exceptional organizational and documentation skills with strong attention to detail.
Proficiency with Microsoft Office Suite (Excel, Word, Outlook, Teams) and project tracking software.
Excellent communication, leadership, and stakeholder management skills.
Demonstrated ability to manage multiple priorities and meet deadlines in a fast‑paced environment.
Experience with vendor management, contract administration, and utility tracking is highly preferred.

The employee is occasionally required to stand; walk; use hands and fingers; reach with hands and arms; climb or balance and stoop, kneel, crouch, or crawl. Work Environment
Occasional travel to properties within the assigned region.
Occasional evening and weekend work for inspections, emergencies, or project oversight.
Valid driver’s license and insurance.
Ability to work inside and outside in various weather conditions.
Attendance: Position requires flexibility to work any hours necessary to complete the job. Work schedules and location assignments are subject to change.
