Orange Coast College – Program Coordinator – Professional Mariner Training Center Orange Coast College (OCC) is seeking an equity-minded individual for a classified employee role as a Program Coordinator – Professional Mariner Training Center under the Instructional Services Wing, located at the Waterfront Campus in Newport Beach.

Summary Coordinates day-to-day student services for United States Coast Guard (USCG) approved courses, community education, contract education, and credit programs at the Professional Mariner Training Center (PMTC). Ensures program objectives are achieved within established priorities, timelines, and budgets.

Essential Duties and Responsibilities

Coordinate and participate in day-to-day student services operations for USCG-approved courses, community education, contract education, and credit programs. Arrange staffing and monitor assignments to meet student needs.

Provide technical direction on interpretation of policies and procedures. Develop processes for implementation of PMTC programs.

Manage administrative responsibilities of PMTC operations. Monitor projects, budgets, and business transactions.

Oversee not-for-credit student enrollment processes. Coordinate customer service, technical work, and registration for program forms and applications.

Communicate expectations and provide guidance to staff and PMTC facility users. Provide work direction for temporary staff and student workers.

Create and publish course catalogs, bulletins, flyers, newsletters, certificates, and awards.

Develop program marketing to recruit students, maintain the campus website, and use social media platforms. Represent the college by networking with partners.

Serve as the point person for event planning and facilitation. Plan and conduct recruiting and outreach events, and assist with fundraising activities.

Monitor enrollment and ensure class schedules are up-to-date. Facilitate arrangements for on‑ and off‑site classrooms and training sites.

Provide first-level advising to students requesting information, applying, and enrolled in maritime programs.

Coordinate staff training related to USCG-approved courses, community education, and contract education at the PMTC, including safety, policies, and procedures.

Support preparation and maintenance of course outlines, instructor materials, and documentation for USCG-approved courses.

Prepare grant proposals in support of PMTC programs and classes.

Ensure USCG-approved courses comply with USCG National Maritime Center and Code of Federal Regulations requirements. Assist with course audits.

Participate in budgeting and maintain budgets in accordance with District policies. Coordinate Program Review and ARR requests for the PMTC administrative unit.

Submit data to national credentialing entities for student progress and assist with credentialing applications.

Maintain up-to-date files of provider contracts, agreements, and data requirements. Work with Risk Services and other divisions in vendor and temporary employment contracts.

Organize and maintain records and statistical data for research, program development, and evaluation, and report to funding and grantor agencies.

Recommend purchase of equipment and supplies and coordinate repair of lab equipment to assure program quality.

Perform other related duties as assigned that support the objective of the position.

Abide by all District policies and procedures, including Board Policy 3050 – Code of Professional Ethics.

Knowledge, Skills, and Abilities

Working knowledge of maritime program goals, objectives, procedures, and regulations.

Knowledge of budgetary methods, procedures, and techniques of cost analysis and reporting.

Knowledge of licensing and certification processes for faculty, staff, and students.

Knowledge of grant-funded programs and administrative processes related to grants and foundation support.

Strong organization, time management, and goal‑setting skills.

Excellent human‑relations skills for conveying technical concepts, dealing with sensitive information, and training and facilitating discussions.

Proficient in writing professional communications, reports, and materials.

Proficient in common office productivity software (databases, word processing, spreadsheets, presentation graphics).

Basic mathematical skills for maintaining financial and statistical records.

Sensitivity to a diverse population of individuals.

Education and Experience

Bachelor’s degree in Communications, Business, Education, or a related discipline; OR an Associate’s degree in a related discipline with two years of experience in a student program/services environment.

Three years of experience with an adult student population is preferred.

Evidence of sensitivity to and understanding of the diverse backgrounds of community college students.

Licenses and Certifications

Valid driver's license.

Valid First Aid/CPR certification.

Preferred credential: USCG Merchant Mariner Credential.

Preferred certification: USCG Master Limited (25/50/100 GRT) Endorsement or greater.

Working Conditions

Work performed indoors with minimal safety considerations.
