ABOUT THE MA STATE OFFICE OF PHARMACY (MSOPS) The MA State Office of Pharmacy (MSOPS) Pharmacy Distribution Center (PDC) provides medications via central fill in unit dose or blister card form for DDS, DPH, DMH, DOC, and HOC facilities throughout the Commonwealth of Massachusetts.

JOB OBJECTIVE Reporting to the Health System Director of Pharmacy (HSD), Director of Pharmacy Operations and Account Management, and Cardinal Health Clinical Director, the Health System Clinical Director plans, organizes, and directs all functions of the MSOPS pharmacy clinical services.

PRIMARY POSITION ROLES

Maintains a professional presence throughout the system including communications with pharmacy staff and MSOPS leadership; interfaces with client, medical staff, administrative personnel, DOPs, and clinical managers/pharmacists

Provides direction to the HSD and Clinical Managers/Pharmacists regarding management of clinical programs and initiatives within the health system that enhance patient care and patient outcome, reduce adverse events, and improve financial performance

Ensure that site DOPs and Clinical Managers/Pharmacists maintain the health system clinical programs and therapeutic initiatives

Assists HSD and Clinical Managers/Pharmacists with recommendations for management of the cost of sales within the facility

Assures pharmacy services and activities are carried out to meet goals and standards of both Cardinal Health and MSOPS as defined by the RFR

Participates in the development, maintaining, and updating of pharmacy Policy and Procedure manual for the system within PolicyTech

Actively participates in system P&T committee and all other facility P&T committees as defined by MSOPS assuring (but not limited to) the following items are part of the committee meetings: current drug trends, formulary additions, formulary deletions, annual formulary approval, non-formulary drug use, drug shortages, cost control initiatives, updates to the Policy and Procedure manual, annual review of order sets and protocols, black box warning, ADR reporting, pharmacy intervention reporting, controlled substance audit reporting, automation reporting

Participates in developing and maintaining an Antimicrobial Stewardship program, in conjunction with multidisciplinary team members

Participate in MSOPS committee meetings necessary to enhance practice and patient care

Achieve acceptable scores as defined by Cardinal Health on operations assessments/audits (PPA, Regulatory, Accreditation, BOP, etc)

Define and manage the activities and performance of pharmacy leadership team and pharmacy staff

Recruit, hire, retain, and separate employees using Cardinal Health policies and procedures

Arrange/conduct hospital and pharmacy orientation for new hires within 60 days

Develop and implement a training and competency program for all staff and maintain records of those completed competencies

Assure approval of MUE criteria, perform MUE, and report results in committee meetings

Assure development and implementation of a process for all drug recalls

Adheres to facility and departmental policies and procedures. Complies with all requirements related to risk management, safety, security, fire, and infection control. Complies with all applicable state, local and federal regulations

Understanding and Accountability of/for the requirements and all deliverables of the RFR/Contract and all attachments.

Reports

Hours of operation and coverage by management team to include weekends

Develops system-based econotherapeutic (ET) programs. Sets clinical goals for each facility within the system

Responsible for the Clinical section of the Pharmacy Performance Audit

Provides direction by assisting with development of action plans for the facilities within the system to meet ET goals

Utilizes DCOA as an objective tool to work with specific Medical Staff Departments or Utilization Management Teams to improve medication utilization

Ensures clinically related quality improvement programs (i.e. ADRs) meet all proprietary, regulatory, and accreditation standards

Prepares clinical reports for the Account Team Clinical Director and client as required

Provides direction in hospital formulary management and serves as a consultant regarding P&T topics

Serves or actively participates on applicable system committees

Coordinates pharmacy school teaching and residency programs within the health system

Ensures that information from Clinical Team is disseminated to each facility and that information requested by the Clinical Team department is submitted in a timely manner by each facility within the system

Provides guidance to the HSDOP in the submission of success stories

Provides clinical support to facilities without a clinical manager or when clinical manager is unavailable

Participates in the recruitment and hiring process

Ensures that reports for the pharmacist intervention program and clinical services are complete

Coaches/manages/trains pharmacy staff; ensures that a leadership development program is in place for key pharmacy staff

Provides clinical education support for each facility in the system by conducting in-services or workshops on corporate initiatives and identified problem areas

SECONDARY POSITION ROLES

Maintains safety-integrity-professionalism of pharmacy at all times including communication with coworkers

Provide in-services to pharmacy staff and facility professional staff

Perform special projects as requested

Perform as Staff Pharmacist as needed

Other duties and work scheduled as assigned to assure continuity of service to MSOPS

QUALIFICATIONS

Bachelor of Science in Pharmacy (BS Pharm) or Doctor of Pharmacy (PharmD) degree from an ACPE-accredited school of pharmacy??

Active Registered Pharmacist License in the Commonwealth of Massachusetts in good standing?

Completion of an ASHP-accredited PGY1 Pharmacy Residency, or a minimum of 5 years of experience in a clinical acute care setting

Board certification highly preferred

Previous experience with drug formulary management preferred

Prior experience as a Pharmacy Supervisor/Manager or evidence of progressive leadership responsibilities preferred

Ability to work on-call as needed on a rotational basis

Ability to travel within the state as needed

May require vendor credentialing.

$136,200-175,050
