Located on an extensive 29‑acre property in Richmond’s Marina Bay, the Center for Laboratory Sciences (CLS) operates at the Richmond Campus, employing more than 1,200 professionals dedicated to protecting and promoting the health of all Californians. CLS drives innovation and collaboration in infectious disease and environmental testing, providing critical investigation and surveillance activities that form the foundation of disease response and prevention efforts.

The Laboratory Field Services (LFS) branch is dedicated to protecting the health of our state’s residents by ensuring the accuracy and reliability of clinical and public health laboratory testing through rigorous licensure, inspection, proficiency testing, and oversight.

This position is eligible for hybrid telework. Richmond campus offers secured FREE parking and has FREE charging stations.

Position Summary This Associate Governmental Program Analyst (AGPA) supports CDPH’s mission by identifying needs and coordinating support services for public health laboratories in local jurisdictions. As part of the LFS Branch, the AGPA ensures quality standards in clinical and public health laboratories, tissue and blood banks, the production of biologics, and laboratory scientists through licensing, examination, inspection, education, and proficiency testing. The AGPA serves as the point of contact between CDPH and the laboratories, supports the implementation of Lean methodology, and maintains continuity of communication between internal stakeholders and external partners. The incumbent is required to travel up to 5% of the year to attend meetings and trainings within the state and works under the direction of the Staff Services Manager II, Assistant Branch Chief of the LFS Branch.

Responsibilities

Identify needs and coordinate support services for public health laboratories in local jurisdictions.

Serve as the point of contact between CDPH and laboratories.

Provide support to Health Program Specialists I and Research Data Specialists and maintain continuity of communication between internal stakeholders and external partners.

Support the implementation of Lean methodology in the administration of public health data, monitoring and evaluation activities for the LFS Branch.

Attend meetings and trainings within the state (travel up to 5% of the year).

Work under the direction of the Staff Services Manager II, Assistant Branch Chief of the LFS Branch.

Excellent organizational and time‑management skills.

Eligibility Information If you are new to California State Service, you must take and pass the examination for this classification to be eligible for hire. Current state employees without transfer or list eligibility must also complete and pass the examination for this classification to qualify for this position. Telework Information This position may be eligible for telework up to three (3) days per week and is required to report in‑person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment and continue to maintain California residency as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business Travel Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
