The Center for Laboratory Sciences (CLS) is based on the Richmond Campus which employs more than 1,200 people. The Richmond Campus is a flat, 29-acre property located in Richmond's Marina Bay. The CLS serves to protect and promote the health of all Californians through innovative and collaborative infectious disease and environmental testing, including provision of investigation and surveillance activities which form the basis of disease response and prevention. The CLS works to bring together emerging scientific capabilities in testing, analytics, and communications reflecting a new level of coordination, support, and leadership for the public health laboratory system at the state, local and national level. In addition, the Center relies on a continuous improvement infrastructure as a core value in developing solutions that emphasize a culture of quality and performance through performance management success.

Effective July 2025, California’s Personal Leave Program (PLP 2025) reduces employees’ base pay by 3% in exchange for 5 hours of leave credits monthly through June 2027. The posted salary range does not reflect this reduction.

Job Description and Duties This is a 12 month Limited-Term Full-Time position that may be extended or become Permanent.

The Health Program Specialist (HPS) I, acting as the Operations Specialist, is responsible for assisting in the development and standardization of CLS and Operations business practices identifying opportunities for improvement. Logically and independently monitoring for and advising management regarding complex governmental compliance in order to mitigate issues and risks. Participates in technically complex and politically sensitive special projects and activities assigned by the Assistant Deputy Director.

Responsible for providing support and comprehensive CLS coordination necessary to meet the goals and objectives established by CLS. The incumbent communicates with management and internal/external stakeholders for the Centers public health programs to enable effective coordination between the Divisions and Branches of the CLS, the Office of the Director, Agency, Governor’s Office, and CDPH Center/Division/Offices as necessary.

The incumbent works under the general direction of the Assistant Deputy Director, CLS.

Desirable Qualifications

Experience with State and Federal documentation such as Budget Change Proposals, Finance Letters, Budget Revisions, Trailer Bill Language, progress reports, requests for proposals/applications, etc.

Extensive budget, forecasting, and expenditure management experience

Experience working with internal/external stakeholders

Ability to develop and manage complex technical projects

Effective verbal and written communication skills; excellent listening skills

Ability to be receptive to feedback and apply constructive input to improve the quality and effectiveness of work products

Ability to facilitate meetings and present concise information at a high level for executive leadership

Ability to evaluate how policy outcomes align with and support the strategic goals of the department or center

Experience translating policy into actionable program strategies and measurable objectives

Ability to assess program performance and recommend improvements aligned with strategic priorities

Familiarity with quality improvement and performance measurement frameworks

Familiarity with regulatory processes, grant management, contract oversight, licensing fees, or special funds

Telework Information This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
