Pay Base pay range: $96,336.00/yr - $121,413.00/yr (actual pay based on skills and experience).

Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.

Under the direction of a higher‑level Information Technology Architect (Solution), the Information Technology Architect 1 (Solution) will be responsible for providing senior technical leadership within the software development project lifecycle, designing, describing, and maintaining solution engineering concerning specific business problems. The position will propose detailed building blocks that provide the best possible fix and serve as the bridge between enterprise architects and technical architects.

Duties & Responsibilities

Create and lead the process of integrating IT systems to meet agency requirements.

Conduct system architecture evaluation and collaborate with the project management and IT development teams to improve the architecture.

Evaluate project constraints to find alternatives, alleviate risks, and perform re‑engineering if required.

Update stakeholders regarding any issues concerning the architecture.

Fix technical issues as they arise.

Analyze the business impact that individual technical choices might have on agency business processes.

Oversee and guide development teams.

Continuously research emerging technologies and propose changes to the existing architecture.

Employment Full‑time, mid‑senior level.

Minimum Qualifications

Six (6) years of broad information technology (IT) experience, demonstrating a comprehensive understanding of software engineering, IT solution project management, IT solution architecture, network administration or other IT solution‑related specialty and its application within large‑scale organizations.

Four (4) years of specialized experience in information technology solution architecture, design, software development, or project management.

Substitutions

Associate’s degree with 15 semester credit hours in computer science or a related field substitutes for one year of general IT experience.

Bachelor’s degree program with at least 15 semester credit hours in computer science or a related field substitutes for one year of general IT experience.

Bachelor’s degree supplements with fifteen (15) semester credit hours in computer science or a related field substitutes for three years of general IT experience.

Bachelor’s degree alone substitutes for two years of general IT experience.

Master’s degree or higher in computer science or a related field substitutes for one year of general IT experience.

Preferred Qualifications

Relevant IT solution management‑industry certifications (e.g., CISSP, Professional Cloud Solutions Architect, SCRUM Master, TOGAF, VMCIAC).

Knowledge of all phases of the software development life cycle and solution delivery for web, client‑server, and cloud‑based systems.

Good knowledge of modern software engineering principles and best practices.

Project management and leadership skills.

Experience developing IT and cloud infrastructure.

Understanding of IT system security best practices.

Advanced business analysis techniques and processes.

Extensive knowledge of operating systems and databases.

In‑depth understanding of one or more coding languages.

Knowledge of security, compliance, and regulatory requirements relevant to IT solution design.

Strong communication skills, including facilitation of agency stakeholders and IT specialists.

Experience communicating with C‑level managers and other stakeholders to understand business problems and requirements.

Experience translating business requirements to technical teams.

Ability to articulate infrastructure limitations and capacities to managers.

Multitasking, managing multiple projects, and prioritizing workload.

Strong problem‑solving, troubleshooting, and critical‑thinking skills with a business orientation.

Ability to align business needs with technical specifications and recognize agency objectives to minimize expenditures and maximize operational revenues.

Appointment and continued employment are contingent upon obtaining and/or maintaining New York State residency within six months of hiring.

Appointment is not final until all agency approvals have been granted.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non‑immigrant aliens for temporary work authorization visas or for permanent residence. Some positions may require fingerprinting, up to 25% travel, and up to 50 lbs. of lifting. Some positions are pending Civil Service approval.
