About the Position The Senior Human Resources Analyst – Labor & Employee Relations is a lead resource for the Human Resources Division. This full‑time, limited‑term contract position (up to three years) manages complex employee and labor relations across the organization. The analyst partners closely with supervisors, managers and executives to ensure fair, consistent, and legally compliant practices that strengthen workplace culture and organizational effectiveness.
Responsibilities
Lead grievance handling, workplace investigations and prepare responses and documentation for mediations, arbitrations and PERB matters.
Work with employees and supervisors to resolve personnel‑related issues, identify additional resources and develop corrective action recommendations.
Partner with managers to resolve employee performance or conduct issues, ensuring consistency and fairness.
Serve as a resource in collective bargaining by drafting proposals, analyzing data and representing the Air District in meet‑and‑confer sessions.
Compile, compare, analyze and summarize salary and benefits data for contract negotiations.
Interpret and apply MOUs, Administrative Code, Personnel Policies and employment laws.
Monitor and analyze proposed labor and employment legislation and recommend policy changes.
Oversee the performance management program.
Participate in recruitment, classification, compensation and benefits analysis as needed.
Develop strategies to address Equal Employment Opportunity concerns and advise management on policy.
Assist with development of the Air District's training curriculum and conduct training on performance management or employee relations.
Provide day‑to‑day lead direction to other professional, paraprofessional and clerical staff and review their work on special projects as assigned.
Qualifications Equivalent to graduation from a four‑year college or university with major coursework in human resources, public or business administration, or a closely related field, and four years of professional HR work in employee relations and at least two of the following programs:
Labor relations
Classification and compensation
Recruitment and selection
Employee benefits
Payroll
Employee training and organizational development
Workers' compensation and safety
Equal employment opportunities
Experience performing these functions in a public agency setting is desirable.
Desirable Qualifications
Certification(s) in Human Resources, such as SHRM‑CP or PHR.
