Assistant Deputy Commissioner Of Finance And Contracts
The position is within the Human Resources Administration (HRA) under the Department of Social Services. The job falls under the category of Finance, Accounting, and Procurement. The HIV/AIDS Services Administration (HASA) is the primary mechanism within the HRA which expedites access to essential benefits to individuals living with HIV and their families. HASA provides case management, housing assistance, and vocational services among other services. The Assistant Deputy Commissioner (ADC) will oversee the direction, administration, and functioning of major divisions in HASA: Administration, Contracts/Finance/Support Services, and MIS/Reporting. The ADC will provide leadership and direction to HASA staff, develop and implement policies for the operations of these units, and oversee the coordination of activities among these units. The ADC will also be responsible for the development and management of HASA's budget, negotiating with DSS's Division and of Finance and the Mayor's Office of Management & Budget (OMB) for new and renewed program and service contract agreements for HASA. The ADC will oversee the management of HASA's procurement and contract management for services targeted to low-income persons living with HIV, including emergency, transitional, and permanent housing services. The ADC will also oversee the management of HASA's personnel and MIS management. The ADC will work closely with the HASA Deputy Commissioner and Deputy Chief Special Services Officer to develop and implement short and long-term financial and procurement strategies to support HASA's programmatic and administrative priorities. The ADC will contribute to the development, implementation, and management of HASA's redesign of services for persons living with HIV. The ADC will serve as a chief advisor to the HASA Deputy Commissioner on all matters related to HASA finance, contract management, and personnel. Salary Range: $120,000 - $170,000 Work Location: 375 Pearl Street NY, NY 10038 Hours/Schedule: 9am-5pm ASSISTANT COMMISSIONER (BUDGET - 12929) Qualification Requirements: 1. A baccalaureate degree from an accredited college and five years of full-time paid executive-level experience in a large governmental agency, business firm, civic or community organization operating in the area of fiscal management, accounting or related field; or 2. A satisfactory equivalent.
