The HIV/AIDS Services Administration (HASA) is a key part of the Human Resources Administration (HRA), providing essential benefits such as medical, social, financial, and vocational programs to over 32,000 individuals living with HIV and 8,000+ affected families. HASA offers services including case management, rental assistance, housing, benefits application support, vocational services, mental health and substance use referrals, transportation, and SSI/SSD assistance. The Assistant Deputy Commissioner (ADC) reports to the Deputy Commissioner and oversees major divisions within HASA: Administration, Contracts/Finance/Support Services, and MIS/Reporting. The ADC develops policies, monitors performance, and ensures service accessibility for those most in need. Responsibilities
Manage HASA’s budget (local, state, federal funding). Negotiate contracts and agreements with the Division of Finance, Mayor’s Office of Management & Budget, and community providers. Oversee procurement, contract management, and personnel management. Develop staffing models and expenditure projections. Ensure fiscal stability, adherence to GAAP, and proper budget monitoring. Represent HASA at meetings, conferences, and community events. Salary & Location
Salary Range: $120,000 - $170,000 Location: 375 Pearl Street, NY, NY 10038 Schedule
Hours: 9am - 5pm Minimum Qualifications
Baccalaureate degree and five years of executive experience in fiscal management or related field, or equivalent. Preferred Skills
Extensive knowledge of finance, procurement, contract management, including government and nonprofit requirements. Knowledge of HIV and housing services. Effective communication and collaboration skills. Strong organizational skills and ability to lead staff. Additional Information
