Introduction

The Maryland Public Service Commission (PSC), an independent regulatory agency, isresponsible for ensuring that Marylanders have access to safe, reliable, and economicpublic utility and transportation services. The PSC is seeking a skilled and motivatedindividual to provide day-to-day administrative oversight of its Solar Renewable Energy Credit program (“SREC”) and to provide executive-level operational support to the Office of the Executive Director.

The SREC program is a central component of Maryland’s clean energy strategy,designed to incentivize the development of solar energy systems and support thestate’s greenhouse gas reduction goals. The Program Lead ensures the program operates efficiently, transparently, and in full compliance with statutory and regulatory

requirements, while maintaining a high standard of service for both industry stakeholders and the public.

POSITION DUTIES

This role requires direct engagement with the regional transmission organization (PJM), Maryland’s electric utilities, and a wide range of solar developers, aggregators, and

installers. The Program Lead is expected to maintain strong working relationships with

these stakeholders to ensure high system productivity, program efficiency, and overall

customer value.

Reporting to the Executive Director’s Office, this position also supervises one administrative staff member and supports key cross-functional projects involving

workflow analysis, onboarding and recruitment, training, procurement, and other special

projects as assigned. The successful candidate must demonstrate strong analytical,

organizational, and project management skills, as well as the ability to write and

communicate clearly using Microsoft Office tools. The ability to interpret laws,

regulations, and Commission policies is essential.

The ideal candidate is both detail-oriented and strategic, capable of managing technical projects, conducting regulatory research, preparing executive briefings, and serving as

a liaison across internal teams and external partners and vendors. The Program Lead

must possess excellent written and verbal communication skills. This includes the ability

to translate regulatory information into clear, accessible language for diverse audiences.

Key Responsibilities:

Lead administration of the Maryland SREC program, including tracking compliance, market performance, and program metrics.

Interpret and implement statutes, regulations, and Commission policies.

Monitor solar credit market trends and provide policy recommendations.

Maintain strong working relationships with utilities, aggregators, PJM, and solar developers to support compliance and efficient program performance.

Respond promptly and accurately to inquiries from stakeholders and the public.

Analyze program data and generate reports to inform Commission decision- making.

Identify opportunities to improve program performance and transparency.

Develop presentations and briefing materials on regulatory trends and market

impacts.

Support the Executive Director’s Office on key administrative priorities, including workforce planning, training, recruitment, procurement, and systems

modernization.

Coordinate with IT staff and vendors to manage user access, role-based workflows, and system configuration.

Draft internal and external communications, training documents, reports and presentations using Microsoft Office (Excel, Word, PowerPoint).

Recommend and implement process improvements that enhance customer service, data quality, and operational efficiency.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Four years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
