King County’s Facilities Management Division (FMD), Real Estate Services Section (RES), is seeking a Strategic Development Analyst (Special Duty Assignment). This position is a County subject‑matter expert and strong skills are required in leasing, acquisitions, sales, negotiation, property management, and knowledge of Council legislative packages for transaction approvals. This role will require utilizing highly specialized knowledge and professional technical expertise to manage and complete significant business transactions involving major operational projects. Projects involve real estate development, strategic business issues, finance or infrastructure. The incumbent provides expertise in the complex analysis and risk assessment of business issues.
The work would involve a combination of high‑level technical/professional expertise, analytical work, strategic planning, project management, negotiation and development of contracts/agreements and implementing public policy and ordinances adopted by the Executive and Council.
Strategic Development Analysts are the most highly skilled experts in their particular areas of specialization. These include business organizations and relationships, complex negotiations, and financial analysis, transactional project development, planning and management, development, drafting and negotiation of complex contracts and agreements, public outreach and legislative process.
Incumbents direct the strategic planning, analysis, and implementation of projects and may lead or supervise others.

Serve as expert in area of specialization, using unique skills and experience to perform high‑level project work. Act as special advisor and consultant to management.
Direct and lead strategic planning for complex projects. Develop objectives, timeframes, deliverables and assessment criteria. Report on project status, goals, budget, schedule and other issues.
Provide project charters for property sales and lease agreements for County‑owned property. Develop and evaluate financial models, review legal documents and negotiate with public and private entities.
Identify revenue sources and prepare forecasts including risk and volatility assessments. Utilize existing revenue forecasts and modify for changes in economic circumstances, under‑collection and implementation issues.
Analyze legal, financial, political and other issues pertaining to the project and develop and draft agreements based on issues analysis and negotiation. Review contracts and identify, analyze and make recommendations or resolve issues encountered. Ensure contracts comply with applicable laws and regulations. Perform other duties as assigned.
The successful candidate will have the following technical skill‑set, experience and core Competencies
Must be highly organized and have the capacity to manage a large volume of work. Strong functional, supervisory, and technical knowledge and skills to do the job at a high level of accomplishment, including the ability to deal with performance and conduct issues fairly, firmly and in a timely manner. Regularly reviews performance and holds timely discussions.
Advanced skill in developing, modifying, understanding and interpreting complex real estate documents including but not limited to leases, easements and purchase and sale agreements, due diligence materials, and complex analysis.
Experience providing excellent customer service and establishing and maintaining effective working relationships with multiple stakeholders and team members.
Hands‑on experience using analysis to solve difficult problems with effective solutions, and ability to identify problems that may not be initially obvious.
Experience establishing and maintaining relationships with decision‑makers, legal/risk management, and other technical experts. Establishing role as key team member.
Advanced experience speaking and writing clearly and succinctly with a wide variety of audiences in varied communication settings. Experience in giving effective presentations to different audiences in both casual and formal settings.
Demonstrated experience developing and implementing best real estate practices including software systems.
Experience and understanding of large capital projects and/or build‑to‑suit projects and working knowledge of the associated real estate processes and documents.
Ability to prepare and interpret complex real estate financial analysis.
Intermediate to advanced skills in Excel, intermediate skills in Outlook, Word and PowerPoint. Knowledge and experience in using SharePoint.
Research and data analysis skills.
Knowledge of local real estate markets, data services and resources.
Knowledge of local, state and federal governmental policies, procedures, laws, regulations and ordinances.
Knowledge of real property instruments.
Past experience leading and implementing Lean principles or other quality processes.
Skill in reading and interpreting maps, surveys, building construction plans and specifications, understanding and interpreting complex appraisals and valuation methodology.
Public and/or quasi‑public experience, working with elected officials or board of directors.
Current knowledge of real estate practices, trends, and technology.
Skill in problem solving and analysis, policy and strategy development.
Skill in blending people into teams, motivating direct reports, creating a climate in which people want to do their best, and making them feel their work is important.
THE IDEAL CANDIDATE The ideal candidate must be of high integrity and trust. He or she must be able to step up to conflicts, seeing them as an opportunity, and be able to read situations quickly. He or she must be able to work through tough and complex agreements with their staff members and high‑level stakeholders by following Facility Management Division’s core values and standards. The ideal candidate will be able to switch gears comfortably, balance a broad range of program areas, deal with ambiguity, effectively handle change, and be able make sound decisions.
The ideal candidate must be able to effectively navigate through complex political situations, while being sensitive to organizational functionality. He or she will be a skilled negotiator, who is forceful, direct and diplomatic in working with internal and external customers. In addition, he or she must have excellent current knowledge of policies, practices, trends, systems and technology related to a variety of real estate agreements.
The ideal candidate must be a team player, leading by example and highly effective at team building. In order to get things done effectively and efficiently, he or will be skilled at organizing people, processes and workload. He or she will be proficient at organizing and measuring through work management systems and will have experience developing and implementing work tools and systems.
