Consulting Director, Planner Regulatory Specialist (Director Level)

ERM is seeking an experienced biologist/regulatory specialist to join our Capital Project Delivery team as a Consulting Director – Planner / Regulatory Specialist, Power and Renewables. Your expertise in leading environmental permitting with California utility companies and CEQA/NEPA natural resource projects will contribute to project success and business growth. Responsibilities

Serve as expert biologist/regulatory specialist for CEQA/NEPA environmental impact assessments and natural resource permitting on capital projects including data centers, power generation, transmission, and renewable energy. Oversee preparation of technical studies and impact assessment documents such as Environmental Impact Reports, Mitigated Negative Declarations, and related QA/QC. Develop permit strategies, prepare applications, and negotiate conditions with state and federal agencies. Direct permitting and compliance for telecom, energy infrastructure, and other linear projects with agencies such as U.S. Army Corps of Engineers, California Coastal Commission, U.S. Fish and Wildlife Service, California Fish and Wildlife Service, and Regional Water Quality Control Board. Collaborate with account teams and Account Directors to expand ERM services and strengthen client engagement. Manage project work for staff consultants, providing mentorship and talent development. Drive innovation within the Impact Assessment and Planning service offering and differentiate ERM in the market. Ensure business, safety, financial, and client satisfaction goals are met. Requirements

B.S. in biology, environmental science, or a related field. 8+ years of consulting experience, including substantial work with the California electric/gas transmission and generation markets. Business acumen to understand client risks and opportunities. Track record of delivering multi‑million‑dollar environmental programs or winning large strategic projects. Established relationships with California utility companies, especially PG&E, SCE, and Sempra. Ability to cultivate new client relationships in collaboration with existing account teams. Deep knowledge of CEQA impact assessment best practices and California electric market issues. Experience overseeing CEQA and NEPA document development, preferably with Utility Commission General Order 131‑D. Positive reputation and recognized expertise among key regulators. Strong people‑leadership skills and passion for developing teams. Positive, collaborative mindset aligned with ERM’s global success. Preferred Requirements

Master’s degree in biology, environmental science, or related field. 15+ years of consulting experience in California electric/gas transmission and generation markets. Compensation and Benefits

Base salary: $138,383 – $198,146 (USD). Salary determined by education, experience, skill set, location, and performance. Bonus eligibility may apply for selected positions.
