Qualifications

District of Columbia

Licensure Requirement: DC Health Professional Licensing Administration (HPLA) licensure as a Certified Addictions Counselor (CAC), Licensed Professional Counselor (LPC), Licensed Graduate Social Worker (LGSW), or Licensed Independent Clinical Social Worker (LICSW).

Counselor I (CACI): Bachelor’s Degree.

Counselor II (CACII): Bachelor’s Degree.

Counselor III (LGSW, LPC, LICSW): Master’s Degree in Social Work or Counseling.

Maryland

At minimum: Alcohol and Drug Trainee certification (ADT) through the Maryland Board of Professional Counselors and Therapists.

Preferred: CSC-AD, CAC-AD, LGADC, LGPC, LCPC, LCADC, or LICSW/LCSW.

Pennsylvania

Counselor I: Associate’s Degree with two (2) years clinical experience; or Bachelor’s degree with one (1) year of clinical experience.

Counselor II: Associate’s degree with three (3) years clinical experience; or Bachelor’s degree with two (2) years of clinical experience.

Counselor III: Bachelor’s degree with three (3) years of clinical experience; Master’s degree in Social Work, Psychology, Chemical Dependency, Counseling, or Nursing with no experience required; or Master’s degree in related field with one (1) year of clinical experience.

Acceptable degrees include (but are not limited to): Social Work, Psychology, Addiction, Counseling, Human Services, Criminal Justice, and more.

Responsibilities

Manage a caseload of clients as identified by program requirements and in accordance with state regulations.

Complete required evaluations and assessments, including screening, intake, clinical assessments, ASAM, and biopsychosocial histories.

Create individual treatment plans upon client admission.

Document all clinical services and interventions performed within the client’s electronic health record and complete monthly treatment reports.

Maintain accurate electronic health records on each client and ensure the timely completion of tasks within 24–72 hours of service delivery.

Conduct individual and group sessions based on client’s treatment plan goals and level of care.

Participate in funding source reviews and make recommendations for treatment and lengths of stay.

Monitor client progress and adjust treatment plans as needed.

Coordinate with agency and community resources to ensure a through treatment plan.

Assist clients with developing a discharge/continuing care plan and connect them to resources needed to reach personal goals during treatment and after discharge.

Follow up with clients after discharge based on regulatory guidelines until they have been established with other case‑management/social services.
