Salary Details
Range: $65K – $85K (Based on licensure level and years of experience)
Job Summary
The Substance Use Disorder (SUD) Counselor/Certified Associate Counselor (CAC‑AD) is responsible for conducting individual and group counseling, intake, developing and implementing individual treatment and recovery plans, and providing and coordinating clinical care services in accordance with VOA Chesapeake and Carolina’s operation as an ASAM Level 0.5 2.1 Outpatient Treatment Provider. In this role, the SUD/CAC‑AD provides individual and group counseling, treatment planning, goal‑setting and all other services and interventions essential for assisting the client in achieving rehabilitation and recovery goals as defined in the client’s Individualized Plan of Care (IPC).
Requirements
- Candidate must be a DC‑certified addiction counselor (CAC1, CAC2), a DC‑licensed social worker (LICSW or LGSW), or a DC‑licensed professional counselor (LPC) with at least two years’ experience as a licensed clinician or one year as a resident under supervision of a licensed professional.
- Must possess a Bachelor’s Degree (Master’s Degree preferred) in the health or human service field.
- Must develop strong collaborative working relationships with clients using appropriate patient‑centered communication skills and with the community, including municipal, county, city, state agencies and other non‑profit agencies.
- Must provide clinical/therapeutic individual and group counseling services and apply case management skills to maintain client records.
- Language abilities in Spanish, Farsi, Amharic and Korean are a plus.
- Experience with effective training, written reports and documentation & maintenance of client data using an electronic client record system.
- Experience in Motivational Interviewing, Person‑Centered Approach, and Cognitive Behavioral Therapy (CBT) is preferred.
- Acceptable DOH background check, FBI Fingerprint and OIG Exclusion check.
- Negative Drug/TB Screening and Health Certificate.
- CPR/First Aid Certification must be acquired and maintained once employed.
- Valid driver’s license in jurisdiction of residence and vehicle liability coverage if driving personal vehicle.
- May be required to drive a van and/or use the company vehicle (up to 15 passengers) for company business including transporting clients/residents.
- Proficiency with Microsoft Word, Excel, PowerPoint, Outlook Email and other systems (electronic time punches, electronic medical records, etc.)
- Bilingual in any language is a plus.
Responsibilities
- Manage a caseload of approximately 30 adults at any given time.
- Ensure clients are at the appropriate level of care and link them through levels of care as needed.
- Oversee linkages to off‑site services for additional needs related to co‑occurring medical and/or psychiatric conditions.
- Monitor compliance with and effectiveness of services, determining assessment frequency.
- Provide individual, family, and group counseling and group‑based psychoeducation.
- Conduct initial, comprehensive, and brief assessments/screenings and diagnose as needed.
- Provide crisis intervention and HIV education, coordination of testing and referrals.
- Attend comprehensive treatment team and assessment meetings as part of the interdisciplinary team.
- Schedule clients for ongoing assessments to ensure continuity of care.
- Assist clients in developing interpersonal and community coping/life skills for sobriety and maintenance of recovery.
- Assist clients in developing relapse and symptom management strategies and recovery plans.
- Transport or coordinate transportation for clients as needed.
- Adhere to documentation requirements and standards, completing billing/progress notes within 48 hours of encounter.
- Maintain community resources and referral index and accomplish duties as outlined in the Program Operation Manual.
- Meet assigned weekly/monthly productivity requirements.

Physical Requirements
- Ability to safely operate a motor vehicle to transport self, consumers, and program supplies as necessary.
- Physically able to travel to assigned locations, stand, stoop, bend, reach, pull, push, lift, grasp, climb, talk, see, hear and perform basic and light home maintenance activities, and operate office equipment.
- Operate office equipment requiring continuous or repetitive hand/arm movements.
- Ability to remain in a sitting position for extended periods.
