Human Services Analyst II - Limited Term

The Human Services Agency (HSA) is seeking a qualified Homeless Programs Analyst (Human Services Analyst II) to provide a variety of analytical and administrative services for assigned programs in the Human Services Agency Center on Homelessness, such as the following: conducting program and fiscal planning, contract monitoring and program evaluation; negotiating and writing contracts, requests for proposals, grants and reports; administering grants; analyzing data; coordinating projects; assisting in the development and implementation of policies and procedures; providing technical assistance to contractors; and acting as a liaison to other County departments and partnering agencies. The Center on Homelessness also works collaboratively with community partners to implement the County's strategic plan to end homelessness (available online at Center on Homelessness | County of San Mateo).
Staff within HSA's Center on Homelessness coordinate the safety net and homeless service programs within San Mateo County. The Homeless Programs Analyst will act as the contract monitor for a number of contracts (for services such as homeless outreach teams, homeless shelters, rapid rehousing programs, homeless prevention services, etc.) and will work closely with community-based homeless and safety net programs.
The Homeless Programs Analyst will also develop contracts for homeless and safety net services, monitor contracts, review invoices and contractor reports, and work closely with contracted service providers. Other duties may include, but are not limited to, the following: project management, such as creating project documents, tracking current status and conducting follow‑ups to ensure milestones are met; collecting and analyzing data for reports; creating reports or dashboards; developing recommendations and presenting findings; coordinating community committees; providing technical assistance to homeless and safety net service providers on service standards, best practice models, and data entry processes; researching policies and best practices in homeless and safety net services; completing grant tracking and reporting; writing and coordinating Request for Proposal processes; writing grant applications; tracking and ensuring compliance with grants; coordinating volunteers for community involvement projects including, such as the bi‑annual One Day Homeless Count and Survey; acting as a liaison with community organizations and other stakeholders; and performing related duties as assigned.
The ideal candidate will have the following competencies:
Experience in contract development and monitoring as well as planning and coordinating projects.
Experience in grant administration.
Experience in service program design, process review and design, use of data in performance improvement, evaluation of outcomes, and internal and external data development and analysis.
Ability to utilize technological systems used to administer programs and to generate data reports.
Working knowledge of social and economic issues relevant to low‑income children, families and communities.
Strong interpersonal, facilitation, analytical, public speaking and project management skills.
Excellent oral and written communication skills.
Collaborative and able to build and maintain strong relationships with community‑based organizations and other partners.
Flexible, deadline‑driven and customer service oriented.
Excellent organizational skills in handling multiple and competing priorities.
Proficiency in computer systems and applications, such as Microsoft Windows and the Microsoft Office suite (Microsoft Word, Excel, and PowerPoint).
Ability to work independently with minimal supervision and instruction, as well as collaboratively as part of a team.
Ability to analyze a wide variety of problems and recommend effective solutions.
Ability to prepare effective, concise, and complete reports on various issues.
Culturally competent in working with diverse communities.
Bachelor's degree in a social service, public health, policy or public administration field is strongly preferred. Master’s degree preferred.
Understanding of the landscape of safety net programs, homeless prevention services, and homeless services is preferred. Also, knowledge of State or Federal rules and regulations, evidence‑based or promising practices in safety net and homeless services are preferred.
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify for a Human Services Analyst II is two years of experience performing journey level administrative and analytical duties in a human services or related agency.
Knowledge of:
Principles and practices of public administration.
Principles and practices of the specific program area to which assigned.
Principles and practices of contract development, negotiation and monitoring.
Principles, practices and techniques of administrative and programmatic research and analysis.
Applicable federal, state and local laws, rules and regulations and County and program policies and guidelines.

Office administrative practices and procedures, including records management and the operation of standard office equipment.
Skill/Ability to:
Develop and evaluate proposals and negotiate contracts and agreements.
Develop, monitor and analyze budgets and program performance.
Plan, coordinate and implement administrative and programmatic research and analysis.
Analyze, interpret and apply various regulations and requirements.
Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors.
Plan, coordinate and conduct special events and projects.
Establish and maintain effective working relationships with grantors, subcontractors, County staff, elected and appointed officials, the public and others.
Communicate effectively, both orally and in writing.
Compile and analyze data, draw sound conclusions and prepare and present effective reports.
Exercise sound independent judgment within general policy and regulatory guidelines.
