The Human Services Agency (HSA) of County of San Mateo is seeking a qualified
Child Welfare Program Analyst (Human Services Analyst II)
for the Children and Family Services (C&FS) Branch. The CWPA provides analytical and administrative services for programs within C&FS, exercising independent judgment in duties that require significant program knowledge, strong administrative and analytical skills. Incumbents typically do not have full supervisory responsibility, but may have lead project responsibility.
The CWPA reports to the Children and Family Services Administrative and Support Services Manager, and under general supervision, the team supports
Child Welfare System Strategies and Contracted Services . Responsibilities include working with Program Managers to develop scope of work, program proposals, written reports, data reports, performance metrics, county forms, and more; receiving invoices and facilitating signatures and tracking; conducting research; supporting key initiatives and C&FS priorities; communicating with community organizations; ensuring program compliance; providing technical assistance; developing service agreements; reviewing state guidance and policies; and other duties as assigned.

Duties and Responsibilities
Develop grants and contracts with the State and other funding sources, including negotiation of specific items and budget preparation.
Draft requests for proposals, evaluate proposals, and negotiate contracts.
Provide technical programmatic and fiscal assistance to staff and subcontractors, including development of policies, procedures, and training.
Monitor and evaluate subcontractor performance, including budget analysis and field monitoring.
Develop and implement marketing and funding strategies and policies and procedures for assigned programs; develop and monitor budgets.
Represent programs and the Agency at various meetings and conferences; serve as liaison with the state and other organizations.
Analyze legislation and develop policy and procedures for implementation by staff and subcontractors.
Provide work direction to support staff.
Collect, analyze, and interpret various information; develop recommendations and present findings.
Write reports and grant proposals; make presentations to boards, committees, and other groups.
Coordinate and conduct special events and projects.
Develop and maintain computer files and generate reports.
Perform related duties as assigned.
