We are looking for an experienced leader in development and real‑estate acquisition for developmental‑disability housing. This role will manage the end‑to‑end pipeline for new residential homes and transition out of aging or noncompliant properties.
Responsibilities
Maintain a rolling 18‑to‑24‑month acquisition and transition plan with ranked targets, business cases, and timelines.
Build and manage a broker network, issue RFPs when useful, and set clear expectations and accountability.
Lead site selection and local notice processes for community residences, including outreach to community boards and elected officials.
Prepare complete submissions for OPWDD, coordinate inspections and approvals, and oversee adherence to accessibility, safety, and integrated community living standards.
Coordinate design and construction activities, manage municipal and state processes, and deliver move‑in ready homes that meet OPWDD and HCBS requirements.
Execute checklists for licensing readiness and opening; plan decanting and move‑in with residential leadership to avoid service disruption.
Own project pro‑formas and cash flow, align with Medicaid revenue models and move schedules, and identify and secure capital sources when applicable.
Set and manage critical paths from letter of intent through occupancy; establish and report key performance indicators and run post‑project reviews to improve cost, schedule, and quality.
Manage communications with municipal partners, community boards, families, and internal leaders, representing the agency at meetings and hearings.
Other duties as assigned by the Chief Program Officer and/or President and CEO.
Qualifications
Bachelor’s degree required; Master’s in real estate, public administration, planning, or related field preferred.

Experience with OPWDD settings or other regulated residential environments strongly preferred.
Knowledge of DOH and NYC accessibility housing standards preferred.
Strong negotiation skills for letters of intent, leases, and purchase‑and‑sale agreements.
Financial modeling and capital budgeting skills.
