Right-of-Way Manager (Island of Oahu) Recruitment Number: DOT-HWY-2025-33 Salary: $10,428 to $16,688 per month (EM-07) Closing Date: December 17, 2025

Responsibilities Direct, plan, organize, coordinate, and administer the activities of the Right‑of‑Way Land Acquisition, Appraisal, Abstracting, and Property Management sections in operation of the statewide highway construction program; coordinate work with other governmental and private agencies and perform other duties as required.

Qualifications

Legal Authorization to Work:

U.S. citizen, national, or permanent resident alien, or eligible under federal law for unrestricted employment in the United States.

Education:

Bachelor's degree from an accredited four‑year college or university.

Experience:

Specialized Experience (3½ years):

Appraisal of real property – knowledge and application of appraising principles and satisfactory interaction with associates and the public.

Acquisition of real property and rights‑of‑ways – determination of true market value, use of appraisal methods, negotiation for acquisition, preparation and review of acquisition documents.

Property management – determination of best use and fair rental rate, preparation of rental agreements, management of leases and disposition documents.

Supervisory Experience (1 year):

Planning, organizing, scheduling, directing the work of others, assigning and reviewing their work, advising on difficult problems, training and developing subordinates, evaluating performance.

Managerial Experience (1 year):

Identifying program goals and objectives, evaluating attainment, identifying resource needs, planning, coordinating program activities within time, resource and budgetary limits, developing procedures, participating in policy, budget formulation and execution.

Administrative Aptitude:

Successful demonstration of administrative skills through relevant assignments or projects, education or training, and manager evaluation of leadership and administrative capabilities.

License Requirement:

Valid driver's license in the state of Hawaii at the time of appointment.
