Duties Summary

Directs, plans, organizes, coordinates, and administers the activities of the Right‑of‑Way Land Acquisition, Appraisal, Abstracting and Property Management Sections in operation of the statewide highway construction program; coordinates work with other governmental and private agencies and performs other duties as required.

Minimum Qualification Requirements

To qualify, applicants must meet all of the following requirements:

Legal Authorization To Work : Citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Education : Graduation from an accredited four‑year college or university with a bachelor’s degree.

Experience : 3‑1/2 years of progressively responsible experience in real‑property appraisal, acquisition or rights‑of‑way, and property management, meeting the following areas:

Appraisal of real property: knowledge and application of real property appraising techniques.

Acquisition of real property and rights‑of‑ways: determination of true market value, utilization of appraisal methods, negotiation for acquisition, and preparation, review, management, and processing of acquisition documents.

Property management: determination of fair rental rates, preparation of agreements, ensuring terms fulfilled, and disposal of property or related documentation.

Supervisory Experience : One year supervisory work experience involving planning, organizing, scheduling, directing others, reviewing work, advising, training, and evaluating performance.

Managerial Experience : One year of responsibility for identifying program goals, evaluating attainment, planning, resource needs, coordinating program activities, developing procedures, and participating in policy and budget formulation.

Administrative Aptitude : Evidence of administrative aptitude through successful assignments or training, demonstrating awareness of administrative problems and ability to solve them.

License Requirement: Valid driver’s licence in the State of Hawaii at the time of appointment.
