Executive Director (EEPC) –

City of New York

The Equal Employment Practices Commission (EEPC) is an independent, non‑mayoral agency charged with auditing, evaluating, and monitoring the City’s employment programs, practices, policies, and procedures to ensure that the City and its entities maintain a robust affirmative employment program of equal opportunity for minority group members and women.

Responsibilities

Lead the agency, serve as chief administrator, and supervise all staff.

Develop, implement, and oversee the Commission’s 4‑year audit plan, ensuring audits for approximately 145 entities are completed on schedule.

Guide the audit and research teams to produce timely, sound studies and reports related to employment matters and City policy initiatives.

Plan, advertise, and host public meetings, hearings, and other events.

Prepare and update EEPC policies, procedures, annual reports, and narratives for the Mayor and City Council.

Schedule and support Board meetings, prepare documents, and provide updates and requested information to members.

Liaise with city departments (DCAS, CCHR, Law Department, Mayor’s Office, City Council) and other stakeholders to achieve EEPC objectives.

Testify before City Council, Mayor’s Office, and other boards on budget requests and agency issues.

Ensure the agency’s expenses remain within budget and procure necessary supplies and equipment.

Maintain communication with the Chairperson and Board members on administrative and programmatic matters.

Minimum Qualifications

Master’s degree from an accredited college or university and a minimum of four (4) years of full‑time, progressively responsible experience in creating audit protocols or auditing equal employment opportunity practices and programs of agencies or institutions; at least 18 months in an executive, managerial, administrative, or supervisory capacity.

Or a baccalaureate degree from an accredited college or university and six (6) years of full‑time experience as described above, including at least 18 months of executive, managerial, administrative, or supervisory experience.

Preferred Skills

Doctorate degree from an accredited college or university.

Strong analytical, communication, organizational, and interpersonal skills.

Extensive knowledge of New York City and state equal employment opportunity laws and regulations, including the NYC Human Rights Law, NYC Charter, NY State Civil Service Law, Local Laws 58 and 13, ADA, Accessibility Guidelines, Uniform Guidelines on Employee Selection Procedures, City EEO Policies, and relevant federal employment laws.

Deep understanding of mayoral and non‑mayoral EEO programs and NYC government processes.

Salary range: $145,000.00 – $165,000.00.

New York City residency required within 90 days of appointment (alternative locations available for specific qualifications).

Hours/Shift: Monday‑Friday; 35 hours/week.
