EXECUTIVE DIRECTOR (EEPC) - 95057
Overview
The Equal Employment Practices Commission (EEPC), empowered by the New York City Charter, is an independent, non‑mayoral agency tasked with auditing, evaluating, and monitoring the City of New York’s employment programs to ensure compliance with equal‑employment and affirmative action requirements. The EEPC’s mission is to guide New York City government in its efforts to meet federal, state, and city equal‑employment opportunity requirements, serving as a thought leader and producing research studies to inform employment policy and collaborate with entities to create a fair and inclusive workplace.
Responsibilities
Schedule, prepare, and document Board meetings and related materials, and respond to Commissioner requests for meetings and information.
Supervise and guide the audit team to ensure all audits are completed in accordance with the EEPC’s 4‑year audit plan and work with stakeholders to develop audit standards for the approximately 145 entities under the Commission’s jurisdiction.
Supervise and guide the research team to ensure all research studies and resulting reports are timely and sound.
Perform administrative tasks related to organizational supervision, including hiring and training staff, managing the agency’s budget and expenditures, purchasing supplies and equipment, and testifying before City Council, the Mayor’s Office, or other boards to support the EEPC’s purposes.
Plan, advertise, and host the Commission’s public meetings, hearings, and other public events.
Liaise with other City departments—such as DCAS, CCHR, the Law Department, the Mayor’s Office, and City Council—to effectuate the purposes of the EEPC.
Prepare and update all EEPC policies and procedures.
Oversee the preparation of annual reports for the Mayor and City Council on the Commission’s activities and the effectiveness of the city’s equal‑employment program.
Keep the Chairperson and, as appropriate, the Board members informed of administrative and programmatic issues between regular Commission meetings.
Minimum Qualifications
A master’s degree
from an accredited institution and a minimum of four (4) years of full‑time, progressively responsible experience with creating audit protocols or auditing equal‑employment practices and programs. Eighteen (18) months of that experience must have been in an executive, managerial, administrative, or supervisory capacity, including supervising staff performing professional work in the areas described.
A baccalaureate degree
from an accredited institution and six (6) years of full‑time experience as described above, including eighteen (18) months of executive, managerial, administrative, or supervisory experience.
Preferred Skills
Doctorate degree from an accredited institution.
Strong analytical, communication, organizational, and interpersonal skills.
Extensive knowledge of and experience evaluating policies and protocols in accordance with New York City Human Rights Law, the City Charter, New York State Civil Service Law, Local Law 58, Local Law 13, the Americans with Disabilities Act, accessibility guidelines for buildings and facilities, uniform guidelines on employee selection procedures, personnel rules and regulations of the City, the Mayor’s Citywide EEO policy, and the discrimination complaint procedure guidelines.
Extensive knowledge of mayoral and non‑mayoral EEO programs and New York City government processes and procedures.
Residency Requirement New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for two continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. Eligibility for the residency requirement will be discussed with the agency representative at the time of interview.
