Job Summary

Provide professional services in integrating solutions and assisting agencies with deploying and operating identity and credentialing systems related to HSPD-12/ICAM implementations. Experience in deploying policy-compliant ICAM projects in government agencies is required, including through Special Item Numbers for ICAM or HSPD-12. Candidates must hold the Certified System Engineer ICAM PACS (CSEIP) certification, which is mandatory to be an approved consultant.

The role requires understanding HSPD-12 Managed Service offerings for electronic credentials (assurance levels IAL, AAL, and FAL), identity and access management, authentication, and professional services related to these areas. A solid understanding of digital identity management and cybersecurity within critical infrastructure sectors is essential. Candidates should have verifiable experience in designing, implementing, configuring, and maintaining secure Physical Access Control Systems (PACS) and Logical Control Systems aligned with federal ICAM standards, supporting FICAM compliance.

Key Skills

  • Design and engineer FICAM-compliant PACS systems per GSA and agency guidelines.
  • Install, configure, and test PACS hardware and software at secure facilities.
  • Troubleshoot PACS malfunctions and implement corrective actions.
  • Maintain detailed documentation of configurations, installations, and certifications.
  • Collaborate with ISSOs and project teams to ensure compliance with TRM policies and Section 508 standards.
  • Serve as an ICAM policy expert and contribute to audits and system assessments.
  • Define project requirements for identity and access management (PIV/ICAM).

Required Qualifications

  • Active CSEIP certification (Certified System Engineer ICAM PACS).
  • Experience with E-PACS technologies and federal ICAM architecture.
  • Knowledge of NIST/FIPS requirements and VA/DoD security policies.
  • Ability to pass background checks and security clearance processes.
  • Support planning, designing, testing, and delivering PIV/ICAM solutions meeting specifications.

Minimum Education and Experience
