Position Overview / Duties

Works under the general supervision of the Chief, Regional Engineering Center (REC) and under the direct supervision of the Chief, Civil/Structural/Geotechnical Section at the Honolulu District (POH). Work is assigned on a functional basis where the incumbent is immediately responsible for the technical aspects for the functional area assigned. Technical problems are resolved without reference to the supervisor, but advisory opinions are occasionally sought with regard to matters of policy, controversial matters, and those involving large expenditures of money. The guidelines include standard material in the form of agency policies and regulations, textbooks, manufacturer’s catalogs and handbooks, standard designs and specifications of the employee’s agency and those of regulatory agencies, applicable codes and established practices. Responsible for revising pertinent portions of district manuals or SOPs and Specifications; and developing instructions to implement policy and programs of higher authority. Employee exercises judgment in assuring proper, timely and consistent implementation and compliance. Judgment is also exercised in resolving varied problems for which technical guidelines are insufficient or not directly applicable. Review of technical aspects of completed work is made only to insure achievement of objectives and conformance with policy. Decisions and commitments in the assigned functional area are accepted without question when matters of policy are not involved.

This position serves as the Civil Regional Technical Specialist and will involve Division level services and expertise dealing with policy making, regional interface, and quality assurance in the specified engineering functional area. Taskings will be requested on a buy‑back basis to complete Regional missions and duties. Missions will include reviewing other Districts technical programs, providing technical advice and recommendations on Division‑wide issues, coordination with other Major Commands and HQUSACE, and other duties normally associated with a Major Subordinate Command. The incumbent will serve as the senior technical authority in the Civil area of expertise. Approximately 50% of the time will be dedicated to Regional level taskings.

Duties

In this capacity performs the following duties:

Regional Responsibilities:

Serves as the REC Regional Technical Specialist (RTS), providing key operating officials at POD districts, other federal and non‑federal agencies, engineering expertise and guidance. Ensures and provides advice on headquarters policies, regulations and engineering criteria. Develops and disseminates procedural guides and instructions for districts use in implementing programs. Revises pertinent portions of guide specifications, technical manuals and standard designs. Formulates specifications, technical manuals and standard designs. Formulates specifications, criteria and guidelines for novel and innovative design conditions where existing guidance may not be available.

Regional Duties:

Performs Independent technical review (ITR) and Biddability, Constructability, Operability, Environmental, and Sustainability (BCOES) and other reviews of design analysis, plans, submittals, and specifications for contract documents, studies, reports, etc., to ensure accuracy, technical feasibility, clarity, and compliance with applicable regulatory agencies and criteria. For compressed design schedules and critical projects, responsible for taking short cuts or making compromises that are considered risky or extreme within the context of standard guides, precedents, construction methods and techniques; makes critical judgments for formulating substantial compromises to satisfy overall project requirements. Performs Quality Assurance functions required for POH construction program. May serve as a team leader on complex projects. Carries out broad project assignments; surveys and expedites design in lower echelons to best integrate with priority needs and progress in other functional engineering specialties and conducts field investigations and trouble‑shooting to resolve engineering problems. Serves as a Regional reviewer in one of the listed technical engineering disciplines.

Serves as Regional level technical specialist, resolving design and construction problems of a critical or controversial nature. Responsibility includes negotiating agreements with agencies and contractors where there are conflicting interests and opinions; and evaluating design documents for cogency when protests or money allotment limitations are exacting. Prepares reports/studies for development and resolution of differences. Documents and validates the pertinence of value engineering suggestions and construction contract deficiencies and modifications. Adapts precedents to unusual conditions and projects, and able to originate new and improved applications and strategies for engineering concepts. Performs Design, A‑E negotiations, and COR responsibilities as assigned.

Performs TDY trips to Japan, Korea, Alaska, and the Pacific islands to assist in the resolution of engineering and construction problems and in meeting engineering requirements. As a Regional member, supports QA site visits and inspections within the POD Area of Responsibility (AOR).

Performs other duties as assigned.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Professional Engineer: The duties of this position require the incumbent to possess and maintain license/registration as a Professional Engineer. This license/registration must be in good standing and issued by any one of the 50 states or its territories.
