Interdisciplinary (Technical Lead)

Fort Shafter, HI (Pacific Ocean Division – Honolulu District, US Army Corps of Engineers)
Position Overview This GS‑08XX‑13 role is a permanent, full‑time position that manages, coordinates, and leads multidisciplinary engineering teams involved in the preparation of designs, plans, specifications, cost estimates, and technical reviews for high‑value military and civilian construction projects. The incumbent engages with project managers, resident engineers, and end‑user managers to monitor project quality, schedules, and budgets throughout the program life cycle.
Responsibilities
Lead and oversee the development of plans, specifications, and engineering modifications for complex projects; resolve technical issues of significant depth.
Collect and implement lessons learned; develop procedures and standards for technical practices within the organization.
Coordinate with design engineers, resident engineers, and project managers to ensure compliance with federal policies, regulations, and Corps criteria.
Review and interpret engineering data, standards, and higher‑headquarters policy; evaluate proposed revisions to drawings, specifications, and material uses.
Conduct field inspections, construction evaluations, and post‑completion site visits to verify design intent and recommend corrective actions.
Serve as the technical liaison with Installation Management Command (IMCOM), DoD agencies, and external A/E firms; represent the District Engineer at conferences and task forces.
Prepare and review independent government estimates, negotiate with A/E firms, and participate in contract award processes as needed.
Apply knowledge of emerging technologies and design advances to improve project outcomes and recommend innovations.
Maintain awareness of current engineering standards and incorporate improvements into projects; perform special studies of building materials and methods when appropriate.
Qualifications
U.S. citizen; required to register for Selective Service if male and born after December 31, 1959.
Professional Engineer (PE) license in any U.S. state, territory, or the District of Columbia; license must be in good standing.
Experience leading multidisciplinary engineering teams and managing complex construction or infrastructure projects.
Strong understanding of federal construction regulations, Corps of Engineers guidelines, and substantive design standards.
Ability to analyze cost, schedule, and quality data; proficiency in developing and evaluating engineering estimates.
Excellent communication skills, both written and verbal, for presenting technical information to diverse stakeholders.
Proven record of applying lessons learned and innovative solutions to improve engineering performance.
Other Requirements
