Manages the project lifecycle for new technologies through the development and implementation of system configuration to Human Resources (HR) Software as a Service (SaaS) solutions. Leads the implementation of software configuration standards and requirements that create stakeholder value, promote adoption, and drive operational efficiency.

Responsibilities

Develop, build, and implement complex software configuration requirements for all HR on‑premises technology and SaaS systems by performing requirement analysis, process review, fit‑gap analysis, and partnering with IT and vendors.

Facilitate meetings with stakeholders to evaluate and develop and refine requirements, identify processes, and document gaps. Provide and implement solutions to bridge gaps and enhance processes.

Design, develop, automate, implement, and maintain automated system requirements and productivity tools used to test and improve software.

Develop and implement project plans to support Software Development Lifecycle (SDLC) within a scrum/agile environment.

Perform configuration on HR’s SaaS systems and release engineering tasks on complex modules to ensure software product operating parameters are documented and comply with standard hardware configurations and are sustainable.

Evaluate business and change management process to ensure that configuration items are in alignment with the needs of all HR and the enterprise technology. Manage change implementation and make recommendations for improvements.

Develop and execute system test plans and build procedures to ensure business information systems, workflow, and processes meet stakeholder needs and are performing optimally.

Provide program guidance, direction, and advice to employees within and outside the organizational unit. May matrix manage or coordinate the activities of professional, technical or clerical employees, including contractors. Provide coaching to foster technical skills applicable to business and overall development in others.

Develop and implement new policy, systems, procedures and training. Coordinate the communication of new policies and procedures with employees and stakeholders.

Develop effective working relationships with internal business customers and IT stakeholders to ensure optimum cooperation and coordination to maximize the quality of products, services, and policies.

Monitor performance and evaluate business information systems relative to functional availability, reliability and scalability; accuracy of design, configuration and implementation; develop reports and recommendations based on review findings.

Requirements

Ability to lead others engaged in analysis, design, development, testing and implementation activities in developing and maintaining business information systems.

Ability to perform FIT/GAP analysis sufficient to identify and implement solutions.

Ability to perform research, analysis, design, development, and implementation of business information systems and technology solutions.

Knowledge of Software Development Lifecycle (SDLC) and agile development methodologies, processes, standards, and techniques sufficient to design, build and test Human Resources information systems both on‑premises and Software as a Service (SaaS).

3 years of experience configuring and implementing Software as a Service (SaaS) solutions sufficient to write requirements, deliverables, and configure the SaaS technology.

Ability to identify and communicate change management needs as they are associated to technology changes.

Ability to provide subject matter expertise of application practices in the areas of requirement definition, configuration of Human Resources SaaS technology, requirement management, test strategy, automated testing, test tools, functional testing, regression testing, performance / capacity testing, end-to-end testing, Section 508 compliance, benchmarking and security testing.

Ability to communicate effectively orally and in writing to all levels of organization to define and translate business requirements into technical definitions and solutions to meet business requirements. Ability to provide technical expertise in Human Resources technologies and business processes to stakeholders, team members, and management while collaborating with information systems professionals to facilitate planning, conversion, and maintenance of Human Capital Management cloud‑based information systems.
