Child and Family Specialist – Job ID #

Salary: $84,863.00 – $97,593.00 per year

This position is only available to candidates who are permanent in the Child and Family Specialist civil service title. The Administration for Children’s Services (ACS) protects and promotes the safety and well‑being of children and families through child welfare and juvenile justice services and community supports.

Responsibilities

  • Attend and facilitate all Family Team Conferences (FTCs) to focus on child safety, risk, well‑being, permanency, and family support, ensuring placement and discharge decisions reflect ACS commitments, values, and principles.
  • Address critical issues and concerns of the child, family, provider agencies, divisional partners, and Family Court during conferences.
  • Use a decision‑making process involving key stakeholders, children, families, service providers, and community resources, making recommendations for referrals and resources when appropriate.
  • Prepare and complete administrative functions, including timely documentation of conference data, action plans, and all other reports related to Family Team Conferencing.
  • Complete expedited home‑study packages (5300 series) with kinship resources in the community (resource homes).
  • Make DOAS requests for items to support child(ren) in kinship resources home and request emergency funds/miscellaneous reimbursement payments for kin resources caring for child(ren).
  • Interface with interagency critical support resources, including the clinical consultation team, MCHU, investigative consultants, and others, to identify critical issues, barriers, and concerns specific to children's safety.
  • Provide case conferencing and consultation to re‑examine the appropriateness of decisions and service plans, consulting with FCLS attorney for guidance on legal postures of cases and relevant court orders when assessing familial readiness for change and caretaker’s protective capacity.
  • Provide conferencing in the family’s natural community when appropriate, necessary, and safe.

Minimum Qualifications

  • A Master’s Degree in Social Work from an accredited school of social work.
  • A valid New York State registration as a Licensed Clinical Social Worker (LCSW) and at least one year of full‑time, satisfactory post‑graduate experience that includes substantial experience in facilitation of family team conferences, family group decision‑making meetings, clinical group work, or professional training on child and family services topics.
  • OR a valid New York State registration as a Licensed Master of Social Work (LMSW) and at least three years of the experience required in the previous point; up to two years of this experience may have been in the supervision of social work practice areas described above.
  • OR at least three years of the experience described above, with a valid New York State LCSW or LMSW obtained within one year of appointment. Failure to obtain the license within the probationary period may result in dismissal.
  • At least one year of the required experience must have been obtained in the last five years.

Preferred Skills

  • Excellent written and verbal communication skills.
  • Strong analytical, organizational, and interpersonal skills.
  • Proficiency with NYS Connections Database, Microsoft Word for Windows, Excel, and Access.

Additional Requirements

  • Section 424‑A of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child‑caring responsibilities has been the subject of a child abuse and maltreatment report.

Work Location

Candidates will be assigned to either 1274 Bedford Avenue or 12 Metrotech, Brooklyn.
