Responsibilities The Phlebotomy Manager provides support to the laboratory staff by performing managerial functions and laboratory services for the hospital laboratory and outreach program.
Abides by and enforces all compliance requirements and policies and performs these responsibilities In an ethical manner consistent will the organization's values.
Adheres to hospital policies including confidentiality.
Requires regular and prompt attendance.
Works the assigned schedule Including overtime and call as required.
Participates in continuing education activities.
Utilizes proper body mechanics when moving, positioning & patients without assistance or with assistance when needed for patient safety and moving equipment/supplies that are necessary to perform essential functions.
Interviews prospective candidates for Phlebotomy, Clerical, and Lab Assistant & make recommendations to hire, working closely with the Human Resources Department and Assistant Director and Director or the Laboratory.
Orients & trains new Phlebotomists, Clerks, Couriers, and Lab Assistants, delegating this function appropriately.
Provides records to Director In a timely manner.
Coordinates activities of Phlebotomists/Clerks/Lab Assistants/Couriers to include: (a) assignment of work areas and collection rounds; (b) work and duty scheduling; (c) designates priority sequence in which work will be performed. (d) establish sign-in/sign-out procedures for Phlebotomists on duty; (e) other activities deemed necessary for the effective and efficient utilization of phlebotomists, clerks, and lab assistants.
Works closely with the Lab Director to ensure adequate capable staffing of Inpatient, Outpatient & Outreach service areas.
Establish a work schedule for employees assigned to Phlebotomy which provides adequate coverage for service hours, seven days per week, rapid & uniform work now & reporting of results in a timely & efficient manner.
Clerks 24 hours daily; works when needed for emergencies or to provide adequate staffing for the laboratory and PSC.
Complete schedule for PSC, calls employees into work when coverage is needed due to sickness or emergencies & makes changes on any schedule; informs Assistant Director & Director of an employee's unscheduled absence, illness or emergency leave taken; documents in time care staff personnel overtime, sick days, no lunch, leaving early, etc. as necessary .
Performs all phlebotomy and clerical procedures, as required according to the appropriate procedure manuals.
Ensures that specimens are collected appropriately according to the established procedures; assures the integrity of the specimens from the point-of-order receipt to point-of-testing.
Reviews and updates phlebotomy procedures and manuals.
Assures compliance with CAP, AABB, JCAHO, and CLIA Standards.
Ensures that new procedures are noted and implemented.
Maintains adequate Inventory of supplies to assure uninterrupted service and to meet budgetary goals.
Ensures that supplies are stored, labeled, and dated property and that stock rotation is adhered to prevent outdating of supplies.
During LIS downtime, is responsible for seeing that request slips are properly signed as to time received, time specimen is received, time of collection, and time reported out, with appropriate employee initials; recommends and evaluates new equipment, products and procedures, when needed.
Schedules section meetings monthly to communicate pertinent information, exchange ideas, isolate and solve problems.
Forwards meeting minutes and attendance records to department director; attends monthly supervisors’ meetings; provides documentation for Performance evacuations and corrective action
Participates on committees as assigned. Reports to Assistant Director of Laboratory.
Other duties as assigned/required.
Qualifications High School diploma or equivalent and seven years of experience -or- Bachelor’s degree and three years of experience. Experience with a lab information system is preferred. Experience with a lab outreach program is preferred.
