Division Chief, Finance – Texas Division of Emergency Management Office of the Chief Financial Officer – Austin, Texas. Staff position. Proposed minimum salary:

$16,537.50 per month .

General Description The Texas Division of Emergency Management (TDEM) is an emergency response entity. This position may require changes in working hours, travel, and duties as circumstances demand. The Division Chief, Finance provides daily operational leadership, managing, directing, implementing, and monitoring section goals and performance. Responsibilities include directing program participants in budgetary and fiscal matters, performing complex and strategic budget preparation, preparing federal and state quarterly financial reports, and developing the Legislative Appropriations Request and the Schedule of Expenditures of Federal Awards. The role also involves overseeing operating budgets, compiling statistics, developing periodic management reports, forecasting expenditures and income, and providing technical advice on budgetary matters. Input is given to executive leadership regarding budget adjustments, and methods, procedures, and controls are developed to enhance financial reporting accuracy and efficiency.

Essential Job Duties and Responsibilities

Assist the CFO with various projects and respond to requests from multiple sources (e.g., State Legislature, Governor’s Office, Texas A&M University System, State Comptroller, FEMA).

Provide advice and assistance to management on financial planning and effective utilization of funds and personnel.

Examine operating budgets to determine appropriate allocation of funds.

Prepare and review system, legislative, state, and federal reports.

Develop internal budget preparation procedures and maintain agency budget documentation.

Assist with preparation of the annual Programmatic Budget Review presentation.

Identify financial issues; recommend adjustments to existing and planned programs to maintain a sound financial posture.

Analyze financial trends to monitor agency spend and cash flow.

Prepare the Legislative Appropriations Request (LAR) and generate fiscal notes for TDEM analyses of proposed legislation.

Communicate and interact with managers regarding processing procedures and disbursement reporting that affect their budgets.

Provide executive management information on budget status, income/expense trends, and projections.

Collaborate with agency personnel in preparing and consolidating the internal approved budget.

Audit and compile Division budget submissions, ensuring data accuracy.

Provide technical information related to budgeting, funding processes, and methods to managers.

Ensure timely budget and financial reports are furnished to aid decision‑making.

Work with federal, state, and system auditors on data requests and audit responses.

Assist the CFO in monitoring internal controls and recommend improvements.

Participate in the development of agency policies and procedures, and serve on planning and policy‑making committees.

Serve on agency committees as needed.

Ability to travel (10%).

Perform related work as assigned.

Maintain a regular course of attendance during the assigned work schedule and extended hours when needed.

Face‑to‑face and person‑to‑person interactions are required.

Other duties may be assigned.

Minimum Qualifications

Education: Master’s degree in an applicable field (may be substituted with experience, see Preferred Qualifications).

Experience: Ten (10) years of related experience.

Preferred Qualifications

Certified Public Accountant (CPA) designation.

Experience may be substituted for the education requirement on a year‑for‑year basis (30 semester hours = one year of experience).

Advanced degree in a relevant field may be substituted for experience.

Knowledge, Skills & Abilities

Advanced knowledge of budgetary, financial concepts, and management principles related to state and federal regulations and policies.

Advanced knowledge of grant administration.

Advanced knowledge of strategic planning and budgeting practices.

Proficiency in Aggiebuy, Emburse, Workday, Business Objects, and the Financial Accounting Management Information System (FAMIS).

Advanced analytical, detail‑oriented, and problem‑solving abilities.

Ability to multi‑task without sacrificing accuracy or timeliness.

Ability to analyze fiscal management information and develop budgetary reports and schedules.

Strong supervisory and team‑building skills.

Excellent interpersonal skills, poise, tact, diplomacy, and ability to maintain professional relationships.

Experience in presenting to diverse groups and communicating technical information in lay terms.

Collaborative at all levels.

Highly organized, flexible, and able to prioritize in a multi‑demand environment.

Proficiency in Microsoft Office Suite (Word, Excel, Access, PowerPoint) and complex spreadsheet/database software.

Ability to handle sensitive and confidential information in accordance with applicable laws and policies.

Availability for after‑hour, holiday, and weekend work, as well as during emergencies and disasters.

Ability to communicate with tact and diplomacy.

Registration, Certification or Licensure Must successfully complete and obtain certification in FEMA courses IS‑100, IS‑200, IS‑700, and IS‑800 within twelve (12) months of employment and any other training as determined.
