Job Description The RRC seeks a Budget Director with working knowledge of the Texas state budget and financial reporting. The Budget Director is responsible for budgeting, general ledger, and financial reporting operations of the Commission, including producing periodic financial reports, maintaining adequate accounting records, and implementing controls to ensure accurate and timely financial information. The successful applicant will manage monthly financial close processes, monitor the entity‑wide budget, and provide multi‑level financial analysis on expenses and revenue.
This position reports directly to the Chief Financial Officer, supervises the Budget Department and the Financial Reporting Team, and is responsible for the Commission’s Operating Budget, Annual Financial Report, Fiscal Notes, and Legislative Appropriations Request.
Essential Job Functions
Managing the monthly production of financial statements and reports.
Financial analysis to identify cost drivers and cost‑saving opportunities.
Presenting technical information clearly through presentations and in writing to the CFO, commission staff, and Commissioners.
Reviewing, analyzing, and interpreting Government Accounting Standards Board Statements and Comptroller of Texas Accounting Policy Statements.
Developing, reviewing, and presenting budgets and financial reports.
Providing senior‑level leadership in budget planning, goal setting, and objective establishment.
Leading key budget activities, including fiscal note responses and supplemental needs requests.
Overseeing daily operations of the Budget and Financial teams, assigning and supervising staff work.
Providing guidance to staff on operating budget development and implementation.
Ensuring projections are incorporated into agency and division budgets.
Projecting, analyzing, and reporting departmental funding using complex financial models and appropriate indirect cost rates.
Overseeing the preparation and review of financial reports related to fund areas.
Reviewing and approving operating procedures that implement agency policies and recommend improvements.
Leading development and submission of the agency’s Mid‑Year Budget Review.
Reviewing draft appropriation requests, revising for accuracy, and assembling five‑year budgetary schedules.
Preparing, reviewing, and analyzing cost estimates and fiscal notes for proposed legislation.
Reviewing fiscal impacts of proposed rules for adoption.
Responding to budgetary inquiries from the legislature, Governor’s Office, federal agencies, and the Legislative Budget Board.
Managing and developing staff through training, performance appraisals, and consultation.
Performing additional duties as assigned.
Minimum Qualifications
Bachelor’s degree in finance, accounting, or a closely related field.
Ten (10) years of progressively responsible experience in budgeting, finance, or accounting roles.
Demonstrated experience in the analysis and evaluation of financial data.
Six (6) years of managerial experience.
Preferred Qualifications
Master’s degree in business administration (MBA) or related field.
Certified Public Accountant (CPA).
Experience with Texas CAPPS accounting system.
Experience preparing an annual financial report for a state agency.
Experience developing a state agency operating budget.
Experience managing the development of Legislative Appropriations Request (LAR).
Work Hours Standard office hours: 8:00 a.m. to 5:00 p.m., Monday through Friday. Telework may be offered according to the approved Telework Plan. Alternate schedules may be discussed with the hiring manager during the interview process.
