Project Scope The Business Intelligence Developer (Contractor) shall have functional and technical knowledge, skills, and experience in Business Intelligence and Data Warehouse (BI&DW) tools, frameworks, standards, processes, and architectures. The role will work closely with business subject matter experts and the BI&DW project team. As an integral part of the team, the role is to help CalSTRS build better products with faster and better data and insights.

The Contractor will work on-site at the CalSTRS headquarters facility in West Sacramento, CA. Travel costs are the responsibility of the Contractor.

Roles & Responsibilities

Work with data architects, business analysts, ETL developers, and stakeholders to design, develop, and deliver high‑standard BI solutions including analytical reports, dashboards, data warehouse, data lake, data marts, and ETL processes.

Integrate Generative AI capabilities with the BI&DW platform to automatically generate business insights and recommendations.

Leverage machine learning and artificial intelligence to provide predictive business insights.

Understand user expectations and create functional design documents and solutions based on business requirements. Drive requirements through cross‑functional collaboration.

Analyze product performance, identify key metrics, and build analytical reports and dashboards to meet business needs.

Lead and conduct functional testing of BI solutions and be responsible for the certification of product release before user acceptance.

Build queries and large quantities of data using SQL and other data/statistical tools and reporting tools such as Tableau, Power BI, Looker, etc.

Execute deep dives into available data sets to provide insight on product quality performance and ensure a good user experience in support reports and dashboards.

Perform ongoing monitoring and optimization of reports and analytical solutions.

Review and provide any potential revisions to deliverables or documents to include conceptual, logical, and physical data models, data dictionaries, data ETL plans, etc.

Communicate timely to resolve technical issues and risks.

Develop user documentation and visual representation of data analysis and ensure consistency and accuracy.

Provide written weekly and/or monthly reports detailing various technical findings that may impact schedules, resources, and activities.

Mandatory Skills

At least 2 years of hands‑on experience in using Generative AI or Machine Learning to deliver data analytics solutions.

At least 5 years of hands‑on full‑time experience designing and developing data analytics and BI dashboards with Microsoft Power BI.

At least 5 years of experience creating SQL queries, optimizing SQL query performance, and modifying SQL elements such as procedures, functions, and views.

At least 3 years of experience developing data solutions with Snowflake or AWS Redshift data warehouses.

Desirable Skills

Bachelor's degree or equivalent experience in Computer Science, Information Technology, or related field.

At least 5 years of experience with Agile methodologies and Software Development Life Cycle.

At least 5 years of experience with Microsoft Power BI DAX to create queries, measures, and data models.

At least 3 years of experience in a state agency, financial, investment portfolios, or other regulated industry.

Ability to adhere to the hybrid working model by working on‑site 2–3 days per week at CalSTRS Headquarters, West Sacramento, CA.
