Position Overview The LTCR Policy and Rules (PAR) section requires a senior‑level manager to oversee daily operations, provide leadership, and direct policy and rule development for Home and Community‑based Services, Texas Home Living, Intermediate Care Facilities for Individuals with an Intellectual Disability or Related Conditions, Day Activity and Health Services, and Provider Investigations. The role is responsible for strategic planning, project management, stakeholder engagement, and direct supervision of staff.

This position can be filled statewide and is eligible for telework in accordance with state and agency policies.

Essential Job Functions

Act as backup to the Director during absences, coordinating responses to executive inquiries and maintaining effective communication with LTCR leadership (5%).

Select, develop, and manage staff, including mentoring, performance appraisals, and training (15%).

Ensure project deadlines and requirements are met; prepare and deliver management reports and documentation (20%).

Provide direction and leadership for strategic initiatives and rule projects (20%).

Offer technical assistance to internal and external stakeholders with policy and regulation matters (20%).

Represent PAR at planning sessions, committees, workgroups, and meetings, presenting professionally to stakeholders (20%).

Knowledge, Skills and Abilities

Project management, leadership, and organizational development principles.

In‑depth knowledge of HHSC programs, policies, and service delivery, including Medicaid and Long‑Term Services and Supports.

Policy and rule development processes.

Facilitation skills and principles.

Independent planning and organization of work for teams.

Prioritization and workload organization.

Data collection, analysis, and reporting using various databases and software.

Problem‑solving for complex issues.

Professional oral and written communication; consulting and presentation skills.

Research, development, and evaluation of policies, processes, and procedures.

Basic business operations and understanding of HHSC/HHS systems.

Excellent customer service and diplomatic engagement.

Initial Screening Criteria

Experience leading complex business activities and managing large‑scale policy or technical initiatives.

Experience engaging a diverse range of stakeholder groups.

Experience developing and implementing complex policies, rules, and laws.
