Overview Oversees the development and reporting of the revenue budget for the Dallas Area Rapid Transit 20-year Financial Plan and Annual Budget. This role’s focus is to provide a high-level analysis of all of DART’s revenue and income streams, work with agency departments and other finance groups to develop sophisticated and reliable budget forecasts, manage the submission and evaluation process for all budgeted revenues, identify methods and opportunities to increase various revenue streams in accordance with federal, state, and local regulations and internal DART policies. This role will be responsible for the internal presentation of past, current, and future revenues in preparation of budget deliberation presentations to member cities and the board of directors.

Essential Duties and Responsibilities

Provides guidance and expertise to the organization on revenue forecasting and revenue generation.

Write and maintain a revenue manual for all revenue sources.

Manages the development, analysis, and presentation of all agency revenue budgets for the 20-year Financial Plan.

Develops revenue tracking tools and builds reports on the status of revenue streams, including farebox collections, grants, other operating revenue, and sales taxes.

Works with internal stakeholders and external economists to develop economic forecasts that will be used to project sales tax and other revenue projections.

Advises and leads projects in the analysis, design, and development of revenue budgets using various software and analytical techniques. Provides applicable training as needed.

Assist Sr. Manager Financial Plan and Capital Budget with special projects and assignments.

Understands the Agency’s goals and objectives and seeks out information about the underlying needs of the customer, recommending changes in processes or procedures to create alignment in decisions and actions to fully support customer needs.

Consistent with all positions in this classification, additional projects, tasks, and/or duties beyond what is outlined here may be.

Performs other related duties as assigned, including supervisory responsibilities.

Minimum Knowledge, Skills, and Abilities Required Note: An equivalent combination of related education and experience may be substituted for the minimums excluding High School Diploma, GED, Licenses, or Certifications.

Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, or a related field.

Six (6) years of progressively responsible experience in Accounting, Finance, Economics or related field, including two (2) years of experience in a governmental budget/accounting environment.

Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.

Knowledge of transit or governmental budget development/analysis, including experience in revenue budgeting and forecasting experience.

Ability to be able to write clearly and succinctly in a variety of communication settings and styles. Can get messages across that have the desired effect.

Proficient with using PC and software applications, and able to learn new ones. An Excel skills assessment may be required.

Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment). Most of his/her solutions and suggestions turn out to be correct and accurate when judged over time. Sought out by others for advice and solutions.

Ability to pick up on technical subjects quickly.

Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.

Working Conditions Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
