Job Description Under general direction, the Custodial Services Manager assists the Custodial Services Director in managing the operations of the general services units, including Custodial, Window Cleaning, and Food Services. The manager coordinates program planning, staffing, resource allocation, budget monitoring, and reporting. The role interfaces with all managerial levels within the Airport, other City departments, outside agencies, and represents the Custodial Service Section in policy and procedural meetings. The manager also performs other duties as required.

Support the Custodial Director in implementing environmental services and sustainability practices (e.g., solid waste, recycling, green chemical program).

Coordinate custodial, window cleaning and food services operations; enforce policies; develop corrective measures; coordinate an in‑service training program.

Develop staffing patterns, job content, performance criteria; analyze work methods to maintain/improve service level.

Maintain contacts with Airport divisions, tenants, agencies, vendors, and the public; investigate and resolve complaints.

Identify and implement goals, objectives, and policies related to general customer service operations; allocate resources within budget.

Review construction or improvement specifications and make recommendations to improve appearance, safety, sustainability.

Conduct routine inspections of service areas for quality assurance and compliance with safety and sustainability standards.

Collaborate with other Airport sections and City departments to support coordinated service delivery; assist in resolving operational issues that affect custodial services.

Support planning efforts by implementing operational procedures and service improvements aligned with organizational goals.

Review and submit requisitions for custodial supplies and equipment; maintain inventory levels and cost controls.

Assist the Custodial Director in drafting memo correspondence regarding performance, staffing, and service concerns.

Perform other related duties as assigned.

Nature of Work The position requires frequent walking and standing (3–6 hours/day) and occasional computer use for reports and memos. Employees may work day, swing, graveyard shifts, weekends, holidays, and overtime.

Qualifications

Education:

Baccalaureate degree from an accredited college or university.

Experience:

Three (3) years of verifiable professional experience in custodial services or related field.

License:

Valid California (Class C) driver license.

Education substitution: Up to four (4) years of work experience may substitute for the degree on a year‑for‑year basis (one year of experience = 30 semester units/45 quarter units).

Desirable Qualifications

Experience in training and instilling sustainable/environmental practices for cleaning professionals.

Experience in contracts, budgeting, labor relations, timekeeping, and monitoring vacation/holiday records in a supervisory role.

Experience purchasing janitorial or facilities equipment and supplies for a large operation.

Experience administering or assisting with multi‑million‑dollar operation budgets.

Managerial or supervisory experience with several hundred custodial, window cleaning, and/or food service employees.

Experience preparing and serving disciplinary documents for employee termination or suspension.

Notes & Verification Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. One‑year full‑time employment equals 2,000 hours (40‑hour week); overtime beyond 40 hours is not included.

Selection Procedures Basic Supervisory Written Examination

(40%): Multiple‑choice test measuring supervisory practices, customer service, and reading comprehension. Score is valid for three years.

Oral Examination

(60%): Performance exam assessing knowledge of general facilities operations, budgeting, training, personnel management, and coordination of a 24‑hour custodial operation.

Successful candidates must pass both examinations to continue in the selection process.

Additional Information TSA Security Clearance : Required criminal history check, FBI fingerprints, and Security Threat Assessment. Failure to obtain clearance may lead to termination.

Customs Clearance : Position requires unescorted access to the U.S. Customs Security Area and a Customs Access Seal.

Eligible List/Score Report : Eligible list lasts six (6) months, extendable with approval.
