Job Summary

Director, Financial Services/System Bursar at Houston City College (HCC) is responsible for the recommendation and implementation of tuition and fees, state‑mandated and Board‑approved student waivers and exemptions. This role manages student and financial information systems related to assessment, accounting, reporting, collection, and deposit of tuition, exemptions, and waivers. The Director ensures timely payment of refunds, student credit balances, and financial‑aid residuals, and oversees collection of delinquent accounts and all billing and receivables. The position provides reporting oversight for Student Accounts, Cashiering Operations, Receivables and Collections, and Scholarship Funds Accounting.

Essential Functions

  • Administer and manage the College’s on‑line and in‑line cashiering system, 3rd‑party vendor cash pick‑up services, and the Student Payment Plan system.
  • Oversee all payment solutions including eMarketer/eCommerce, event management, and other point‑of‑sale systems.
  • Ensure HCC’s compliance with the Single Audit requirements of the U.S. Office of Management and Budget Circular and the Texas Single Audit Circular.
  • Maintain compliance with Department of Education Cash Management Regulations (CFR 688.164) and manage scholarship funds, including drawing down funds from the Department of Education.
  • Manage all student financial account activities—tuition and fee revenues and other student‑related incidental charges.
  • Work with the collection agency to ensure timely billings, collections, and reporting of tuition and fees for the system.
  • Manage Merchant Services for all credit card transactions and settlements, ensuring compliance with PCI‑DSS regulations.
  • Provide timely and accurate reporting to the Texas Higher Education Coordinating Board and other state and federal agencies.
  • Serve as a resource for Finance and Administration to interpret Business Office procedures, HCC policies, and regulations of external agencies; recommend policy changes as needed.
  • Provide leadership and guidance to all college business offices on cashiering functions and to program/COE directors on program and course charges.
  • Maintain system tables for registration codes, tuition and fee schedules, refund schedules and percentages, waivers, 3rd‑party (B‑codes), grant (G‑codes), and others.
  • Head the ad‑hoc committee on enrollment cancellation and administer changes and process improvement initiatives.
  • Advise the Associate Vice Chancellor Finance and Accounting on federal/state law interpretation related to student financial services and accounts.
  • Maintain the Cash Handling Procedures Manual for the college and student financial services staff.
  • Collaborate with the Executive Director of Financial Aid, Registrar, and HCC departments to synchronize efforts toward student service.
  • Oversee accounting of Scholarship Funds, including Department of Education Title IV grants.
  • Prepare financial portions of audit schedules for state, federal, internal, and external auditors.
  • Perform other duties as required.

Qualifications

  • Bachelor’s degree in Accounting or a related field.
  • At least 6 years of administrative experience in accounting/business office and supervisory experience.
  • Educational system experience preferred.
  • Valid Texas Driver License.
  • Certified Public Accountant (CPA) license in Texas preferred.

Working Conditions

General office environment. Must be able to perform all job requirements with or without reasonable accommodations; remain in a stationary position during shift; move items weighing up to 25 pounds; operate job equipment per protocol. Must access, input, and retrieve information from technology devices and communicate with others to accomplish job requirements. May be required to work after hours, including weekends and holidays.
