Qualifications
Bachelor’s degree in Civil Engineering (BSCE).
California Registration as a Professional Civil Engineer.
Minimum of 15 years of directly relevant experience, or 18 years of equivalent work in the industry.
Local San Diego County and broader California experience preferred.
Ability to sustain positive business relationships, obtain new work, and market civil engineering services.
Active involvement in community and professional societies/organizations.

At least 5 years of management experience supervising technical staff.
Demonstrated leadership, team-building, and client relationship skills.
Ability to manage construction bid documents, contracts, project schedules, and budgets.
Experience preparing contracts, fee proposals, and scopes of work for both private land development and public works projects.
Technical Expertise:
Conceptual and preliminary design studies (land use, zoning, site constraints, infrastructure, and regulatory issues).
Preparation/processing of regulatory and public improvement plans.
Constructability reviews and construction support services.
Knowledge of jurisdictional codes, standards, and procedures in California, especially the San Diego region.
Proficiency in AutoCAD/Civil 3D.
Additional Skills
Strong leadership and supervisory ability with proven mentoring/training experience.
Working knowledge of strategic planning, resource allocation, and project delivery.
Skilled negotiator with proven client and agency interaction experience.
High level of competence in both written and oral communication.
Ability to foster respect and confidence across internal teams and public agencies.
