Overview Nakupuna Solutions is looking for a Risk Analysis and Management (RAM) Program Analyst to support the Bureau of Administrations’ Office of the Procurement Executive, Office of Risk Analysis and Management (A/OPE/CECAS/RAM). The Risk Analysis and Management (RAM) Program Analyst is responsible for Counter Terrorism (CT) vetting for the State Department. Vetting is a ‘due diligence’ check of key individuals of firms bidding on State contracts or being considered for grants by the Department to ensure that none have connections and/or are supporters to terrorism. Vetting staff gather information that is passed to program offices for decisions. The Department does not vet: government to government assistance, inter‑agency transfers, assistance to international organizations, urgent humanitarian assistance, and urgent non‑proliferation assistance. The key roles of a RAM Program Analyst include meticulous data entry, excellent customer service skills, database management, QA/QC, accountability, controls, reporting, and providing general administrative support.

Conduct vetting of organizations and key individuals for performance in high threat/high risk areas. This function includes but is not limited to:

Receiving and inputting the request for vetting

Reviewing and verifying the request for vetting

Performing the vetting searches and conducting/recording all actions in software developed for A/OPE/CECAS/RAM office

Providing the results of the vetting search and communicating those results to either the program office and/or the contracting specialist/office

Input final determination from the program office

Perform general administrative tasks in support of A/OPE/CECAS/RAM:

Help maintain needs of the office (i.e. supplies, equipment)

Maintain project records, schedules, files, and system outages

Record daily, weekly, and monthly activities/metrics; proficient in the use of Microsoft Word, Outlook, and Excel

Be able to review and maintain several Excel spreadsheets at once

Use of unclassified/classified, open source, and law enforcement sensitive databases

Contribute to reports, briefings and memoranda addressing program trends, significant accomplishments, potential problems, and other areas of importance to the highest level of the Office of the Procurement Executive and Bureau of Administration

Implement new methods and findings through the use of quantitative and qualitative methods to improve service to different bureaus and stakeholders

Have the ability to communicate effectively, both orally and in writing to higher echelon government supervisors, and collaborate with employees on all levels in order to provide new efficiencies in the government process; be able to review, analyze and follow all applicable laws, regulations and policies

Responsible for knowing and following the Department’s policies and protocols for working in an SCIF

Must be able to work in a SCIF environment

Qualifications Skills/Qualifications:

Excellent communication, strong organizational, and problem‑solving skills, attention to detail and accuracy, excellent time management, ability to prioritize work, solid judgment and decision‑making ability, takes initiative and is adaptable.

Education and Experience:

B.A./B.S. Degree from an Accredited institution

This position requires at least one year of experience providing vetting support

Computer skills and working knowledge of relevant software such as MS Office Suite and an in‑depth knowledge of databases is required

Security Clearance:

An Active Top Secret clearance and an ability to obtain Sensitive Compartmented Information (TS SCI) access is required. Must be U.S. Citizen.

Physical Requirements:

The ideal candidate must at a minimum be able to meet the following physical requirements of the job:

Ability to perform repetitive motions with the hands, wrists, and fingers.

Ability to engage in and follow audible communications in emergency situations.

Ability to sit for prolonged periods at a desk and working on a computer.

The Nakupuna Companies use a market‑based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract‑specific affordability, organizational requirements, and position location. The projected compensation range for this position is $70,000 to $85,000 annually. The range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
