Overview CommUnityCare (CUC) of Austin, Texas, has exclusively retained AMN Healthcare to lead the national search for a results-oriented and execution-focused executive to serve as its next Chief Operating Officer (COO). As a cornerstone of the rapidly growing healthcare safety net in Central Texas, CommUnityCare anchors a comprehensive, primary care-centered ambulatory platform within a novel, equity-focused public health system. This is a critical senior executive leadership role responsible for the strategic and operational performance of all CUC health centers.

The ideal COO is a genuine, authentic, and inspirational leader who can translate strategy into operational reality. This is a builder role for a leader who will design and implement the scalable infrastructure, integrated systems, and high-performing teams required for a transformative, community-oriented health system. Organization Overview CommUnityCare is one of the largest Federally Qualified Health Center (FQHC) systems in Texas. In partnership with Central Health, the local public Hospital District, CUC provides comprehensive primary care, dental, behavioral health, and women’s health services to residents regardless of their ability to pay. Operating more than 30 locations, CUC focuses on improving access and advancing health equity in historically underserved areas of Austin and Travis County. As a teaching center of excellence, CUC is also home to nine medical residency programs affiliated with the University of Texas Dell School of Medicine.

Position Summary Reporting to the Chief Executive Officer of CommUnityCare, the Chief Operating Officer (COO) is a senior executive leader responsible for the strategic direction, integration, and performance of all CUC ambulatory operations. A key aspect of this role is serving as the primary architect of the operational ambulatory enterprise, building the infrastructure, workflows, and teams required to provide seamless, high-quality, and efficient care. The COO oversees all health center operations, patient access and navigation functions, and IT services.

This role is central to advancing CUC’s mission by ensuring that care delivery is patient-centered, financially sustainable, and compliant with all regulatory standards. The COO drives transformation, fosters a culture of continuous improvement, and champions a people-first approach to leadership.

Goals and Objectives

Establish Credibility and Build Foundational Relationships: Quickly establish professional and personal credibility with the CUC Board, executive team, providers, and frontline staff. Become a visible, engaged, transparent, and trusted leader.

Assess and Design a Scalable Operational Model: Conduct a comprehensive assessment of all ambulatory operations. Design and begin implementing a standardized, scalable operating model to support future growth and strategic initiatives.

Drive Measurable Improvements in Patient Access: Identify and execute high-impact initiatives to improve key access metrics (e.g., appointment availability, wait times) and enhance the overall patient experience.

Strengthen Operational Leadership and Team Engagement: Assess the operational leadership structure and build a cohesive, high-performing team. Champion initiatives that improve staff engagement, development, and retention.

Advance Value-Based Care Readiness: Partner with clinical and financial leaders to align operational workflows and systems to support value-based care models and ensure seamless integration across the care continuum.

Candidate Qualifications Education/Certification

A Master’s degree in Healthcare Administration, Business Administration, Public Health, or a related field is required.

Knowledge and Work Experience

A minimum of 10 years of progressive leadership experience in ambulatory, outpatient, or medical group practice operations.

Experience within a Federally Qualified Health Center (FQHC) or other complex safety-net system is strongly preferred.

Significant experience in large-scale medical group or ambulatory practice management is essential.A proven track record as a "builder" who has designed and implemented operational infrastructure to support strategic growth and transformation.

Demonstrated success in leading performance improvement initiatives using data analytics and methodologies like Lean or Six Sigma.

Strong knowledge of healthcare regulatory requirements, particularly HRSA and Joint Commission standards.
