Job Summary The Senior Program Director will play a pivotal leadership role in advancing organization's mission to eradicate childhood poverty and promote economic mobility through innovative workforce and community programs. This position will oversee a team of Program Directors and Program Officers, and will lead the design, implementation, and continuous refinement of organization's Oasis 360, in particular to the Recompete -Oasis Service Expansion Program, ensuring alignment with the Economic Development Administration (EDA) grant objectives and organization’s overarching strategic goals.
The Senior Program Director will collaborate closely with internal teams, external partners, and community stakeholders to ensure program success, foster a culture of continuous improvement, and drive systemic change that expands access to quality jobs and career pathways.
Essential Duties and Responsibilities
Lead the design, implementation, and continuous improvement of program initiatives to ensure alignment with organizational goals and funder requirements, including but not limited to Oasis 360 in alignment with diverse grant requirements and mission.
Develop long-term strategic plans, annual work plans, and performance indicators for all programs.
Identify and pursue opportunities for program innovation, growth, and cross-sector collaboration.
Supervise and mentor a team of Program Directors, Program Officers, and other staff, ensuring effective execution of program objectives and professional development.
Oversee the implementation of apprenticeship and work-based learning programs, with a strong focus on participant placement and measurable outcomes.
Manage program resources, ensuring timely and effective delivery of milestones.
Strengthen collaboration and referral mechanisms among program partners to create a cohesive, high-impact results-based ecosystem.
Develop and implement a continuous improvement framework to enhance user engagement, satisfaction, and program effectiveness.
Foster a culture of learning, innovation, and adaptive program design across teams, subsidiaries and subrecipients, as well as other partners within the Oasis ecosystem.
Partnership & Stakeholder Engagement
Cultivate and maintain strong relationships with community partners, government agencies, funders, and other stakeholders.
Represent the organization in external meetings, conferences, and public forums.
Lead or support fundraising and grant development efforts, including proposal writing and funder reporting.
Build and maintain strong relationships with government agencies, private sector partners, and community-based organizations.
Negotiate job placements commitments with sector partners.
Oversee the negotiation and execution of Memorandums of Understanding (MOUs) and partnership agreements.
Ensure all collaborations align with programmatic goals and contribute to long‑term impact.
Grow private sector coalitions and function as a liaison. Develop strong relations with private partners and secure job placements agreements that benefit potential program participants.
Communication and Narrative Shaping
Collaborate with the COO, Directors, and Communications Coordinator to craft compelling narratives that highlight programmatic achievements and thought leadership.
Help shape the public discourse on economic mobility and equitable workforce systems by promoting impact stories and data‑driven outcomes.
Risk Management and Strategy
Identify, assess, and mitigate programmatic and operational risks.
Serve as a strategic advisor to leadership and partners on proactive risk management and program sustainability.
Contribute to organizational strategic planning and decision‑making.
Requirements
Master’s degree in Public Administration, Nonprofit Management, Economic Development, or a related field (or equivalent experience).
Minimum of 10 years of progressive experience in program management, workforce development, or community economic development.
Demonstrated experience managing multi‑stakeholder initiatives and cross‑sector partnerships.
Strong policy advocacy and systems‑change experience preferred.
Exceptional leadership, communication, and analytical skills.
Proven ability to manage complex programs, budgets, and teams effectively.
Commitment to the mission of promoting equity and economic mobility.
