Sellers & Associates, LLC (S&A) is seeking an Program Analyst I-II to work in San Diego, CA (Contractor Site). This position is contingent upon contract award. This role is responsible for developing data-driven training recommendations that directly impact Fleet readiness. The ideal candidate will combine extensive Navy experience with a strong background in data analytics and training development. Responsibilities and Key Tasks: Conduct As-Is and To-Be training data analysis of development paths for Naval rates Analyze Naval rates using authoritative databases, doctrine and instructions to perform training gaps analysis and develop Course of Action to mitigate Participate and may lead working groups and cross-functional teams building deliverables as per IMS Additional duties as assigned Travel:

Required Knowledge, Skills, & Abilities (KSAs): Minimum education/experience required: High school diploma. Two (2) years' experience in data analytics/visualization and six (6) active-duty U.S. Navy. Collaboration & Communication: Proven experience collaborating with external team members, stakeholders, and Subject Matter Experts (SME) to drive project success, supported by excellent verbal, written, and interpersonal communication skills. Independence & Initiative: Demonstrated ability to work independently with minimal supervision, effectively managing time, prioritizing tasks to meet deadlines, and proactively raising flag to leadership when unexpected challenges arise. Data Analytics: Experience in collecting, organizing, and analyzing large volumes of information while maintaining accuracy and attention to detail. Data Visualization: Experience transforming complex information into clear and actionable insights for stakeholders, maintaining data integrity under tight deadlines. Microsoft Suite and Adobe Pro: Good working experience in Word, Excel, Visio, PowerPoint, and Adobe Pro. Preferred Experience: SEABEE, AVIATION, or CRYPTOLOGICAL Ratings. Training Recommendation: Experience in formulating training recommendations to enhance Fleet readiness, utilizing research and analysis from Navy databases/resources such as FLTMPS, CANTRAC, NEOCS, LADR, CETARS, eNTRS, etc. Career Path Knowledge: Strong understanding of Navy Sailor career paths, including professional, technical, and leadership training, and experience as Schoolhouse Instructor, Training Officer, Course Supervisor, Curriculum Developer, Instructional Systems Designer, or with Mobile Training Teams.
