Job Summary Under the general direction of the Assistant Directors of Utilities Operations for the Department of Public Utilities (DPU), the incumbent is responsible for the technical support of DPU operations in the implementation of the utility’s multiple and varied types of infrastructure projects.

Essential Job Functions and Responsibilities

Serves as a member of the management team along with the Water Treatment Plant Manager, Wastewater Treatment Plant Manager, Underground Utilities Manager, the ICE Manager, and the Asset Manager. Work is performed under the direct supervision of the Assistant Director of Operations.

Provides leadership, growth, and development opportunities for operations, maintenance, and lift station department managers, supervisors, and staff. The ability to manage and supervise employees to formulate division goals and establish policies, plans, and procedures.

Work on variety of Water Treatment Plant (WTP), Wastewater Treatment Plant (WWTP), Lift Station (LS), pump stations, and Reuse water infrastructure projects that include planning, design review, engineering, and construction support.

Lead the technical operational efforts, ensure mechanical consistency, maintain and improve the critical infrastructure, and lead the overall operational treatment, conveyance, safety, and environmental compliance goals.

Provide technical leadership and strategic direction for the operation team to ensure that water and wastewater treatment, sewer conveyance, collection, and reuse water resources consistently meet and exceed all FDEP compliance quality standards and permit requirements.

Maintain day-to-day relationships with Engineering Service Support Services (ESSD) – assigned project managers and consultants for the varied on-site projects, primarily focusing on the water and wastewater master plans, both the short and long-range goals.

Lead the WTP and the regional WWTP facilities along with six Large Users (LU), the collection system LS – a group of 80+ COH Lift stations, and the Reuse distribution system and staff. Technical expertise is of prime importance, as errors in technical judgment could result in extensive damage to the environment, facilities, or both.

Maintain responsible collaboration through the Assistant Director of Operations with the Underground Utilities Division and the Asset Management team.

Continue to preserve the DPU operation and conveyance assets, as critical components mandated by the operational permits, at both the WTP and WWTP.

Serves as a backup to the Assistant Director of Operations when emergency management response is activated.

Responsible for the initial review of reports and responses to the BCEPGMD, FDEP, and other government entities in conjunction with ESSD and the retained consultants.

Knowledge of and ability to interpret, explain, and apply applicable local, State, and federal regulatory requirements.

Required:

Bachelor’s degree in engineering, environmental sciences, biological sciences, business administration, supplemented by ten (10) years of progressively responsible experience in the operation and maintenance of water and wastewater treatment and pumping collection systems, including at least four (4) years in a supervisory administrative capacity.

Must possess, or have the ability to obtain, a State of Florida, Class "A" Water or Wastewater Treatment Plant Operator’s certificate, within one (1) year from the initial date of hire.

Additional education, experience, or an equivalent combination of training and experience may be substituted for the above requirements.

Possess, or have the ability to obtain, a State of Florida, Class "A" Water or Wastewater Treatment Plant Operator’s certificate, within one (1) year from the initial date of hire.

Knowledge, Skills, Abilities

Leadership and Strategy: Ability to provide strategic technical direction for the water and wastewater treatment, lift station, and reuse water service areas. Collaboratively initiate the utility operations, repair, and maintenance procurement process. Monitor and control staff utilization, training programs for operations teams, mechanic teams, and the essential cross‑training opportunities. Foster a culture of safety, respect, and teamwork.

Operational Excellence: Ability to oversee the daily operations of the water, wastewater, lift station, and reuse water service areas, ensuring efficient and effective treatment and conveyance.

Capital Improvement Program prioritization: Ability to lead the operational continuity and implementation of the ESSD capital improvement program, ensuring in‑facility operations coordinate with active projects. Minimizing construction project effects on process control, treatment, and conveyance while maintaining regulatory compliance with regulations.

Innovation and Sustainability: Ability to stay abreast of industry trends and advancements, promoting the use of innovative technologies and sustainable practices. Seek out training and cross‑training opportunities for all levels of staff knowledge and development.

Regulatory compliance: Ability to provide unified leadership to manage compliance risk and projects at both the WTP and the WWTP, while maintaining strong interdepartmental networks to the Water Quality Service (WQS) Division/ Utility Compliance and Laboratory. Providing leadership for navigating treatment and process changes relative to Local, State, and Federal regulatory updates.

Possess a high level of technical expertise and broad knowledge of water and wastewater operations and treatment, sewer collection, lift station, and reuse water quality. Experience in water and wastewater treatment administration and capital project management.

Ability to provide technical assistance and administrative oversight of the collection system, lift station, multi‑jurisdiction agreements, monitoring and treatment of plant, reuse water production facility, and related infrastructure.

Ability to implement facility improvement and review a wide variety of high‑level technical, scientific, and engineering studies and evaluations.

Ability to develop budgets and allocate resources.

Strong leadership and organizational skills. Ability to manage and supervise employees.

Ability to formulate division goals and to establish policies, plans, and procedures. Ability to delegate and review the work of subordinate staff. Ability to be diplomatic in emotionally charged situations and to bring a diverse group to a consensus.

While performing the duties of this job, the employee is regularly required to walk, sit, write, hear, speak and be required to exert up to 10 pounds of force occasionally and /or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Work Environment Work is performed primarily in an office environment but requires frequent field visits at the various sites, throughout the plants, and the field infrastructure. Locations will require the employee to be sensitive to change and responsive to changing goals, priorities, and needs.
