Senior Manager of Professional Services and Alternative Delivery Contracting

The Senior Manager of Professional Services and Alternative Delivery Contracting Construction Contract Procurement will manage construction Alternative Delivery and Professional Services procurement for the MBTA's major construction capital programs, including infrastructure improvement, system expansion, and state of good repair programs.
Responsibilities
Supervise the Managers within the Professional Services and Alternative Delivery Contracting Contract Services department.
Support and assist the Director during audits and other reporting periods.
Assist in hiring, managing, mentoring and coordinating procurement staff, and workload assignments and administer discipline according to MBTA policy.
Assist the Director and senior management with initiation and implementation of department goals and policies such as hiring, coordinating sufficient staffing levels and project assignments, and developing personnel procedures and policies that benefit the department.
Review, update and implement procurement policies and procedures for alternative delivery methods as well as professional services contracts.
Assist senior managers in response to state/federal audits.
Promote procurements via ACEC and AGC.
Prepare for expansion of alternative delivery to MGL Chapter 25A Section 11C and other delivery methods available to MBTA.
Develop and maintain procurement policies and procedures, contract administration web documentation, central and electronic file system for all contract administration to be audited by state and federal auditors for compliance with all regulations.
Provide procurement data and assistance with procurement needs to internal MBTA departments.
Initiate partnership and coordinate with others in the industry to promote more efficient ways of doing business with the Authority.
Perform CMS and FMIS functions as required for projects.
Coordinate, review and update weekly and monthly construction activity reports and metrics to track, monitor, and analyze pre-award and post-award contract actions ensuring that all documents are processed in a timely fashion.
Proactively resolve issues.
Oversee all Professional Services and Alternative Delivery procurements ensuring that all deadlines are met, information is accurate.
Develop and maintain contract templates.
Assist on an as needed basis with the management of design-bid-build procurements and the Construction Bidding Department Perform all other duties and projects that may be assigned.
Review, update and develop recommendations for improved procedures and methods used in the Contract Administration process and overall business practices within the Authority.
Ensure budgetary goals are met and that all work is performed in a timely and cost-effective manner.
Respond to each inquiry, whether from a customer, vendor or coworker in a professional courteous manner.
Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-harassment and Anti- Retaliation policies.
Perform related duties and projects as assigned.
Requirements
A bachelor's degree from an accredited institution in Business Administration, Public Administration, Construction Management, Engineering or a related field.
Six (6) years of experience in contract management and/or contract administration including the procurement process for projects or programs.
Related experience in a supervisory capacity.
Effective organizational, multitasking, time management, confidentiality, analytical, and public speaking skills.
Working knowledge of Word, Excel or database applications.
Have excellent customer service skills.
The ability to provide internal and external customers with a courteous and professional experience.
The ability to supervise and work effectively with a diverse workforce.
Education / Experience Substitutions
A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
An associate’s degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
A master’s degree in a related subject substitutes for two (2) years of general experience.
A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Skills
Massachusetts Certified Public Purchasing Official (MCCPO) Certification Professional
Experience in Public Procurement.
Experience in the transit industry.
