MBTA
The Manager of Service Planning will evaluate existing and proposed passenger services and recommend route and schedule changes to meet public needs.
Supervise Service Planning staff in day-to-day work and manage quarterly service changes by ensuring assignments are completed on time and follow-ups or revisions are completed according to schedule.
Develop or use existing analytical tools to recommend route, stop, and schedule changes for MBTA bus and subway services that ensure compliance with the Service Delivery Policy, improve rider experience, and increase the efficiency of resource use.
Work with internal and external stakeholders to evaluate demand and other factors affecting service and collaborate on projects or strategies to improve it.
Manage staff, consultants, or projects to analyze and prepare transportation plans, evaluate the effectiveness of existing services, and analyze the cost and benefits of new or improved services, procedures, and policies.
Monitor impacts of various construction projects and seek opportunities to enhance future services with mitigation projects or transit-supportive design.
Establish procedures and analytical tools for monitoring ridership, route performance, and reporting service statistics.
Maintain close coordination with Bus, Heavy Rail, and Light Rail transportation on route and service needs and proposed changes.
Provide technical assistance regarding service needs to long-range operating and capital planning initiatives, as well as ongoing construction projects.
Use HASTUS software tools to track bus stops, routes, and other asset information electronically.
Represent the MBTA at public meetings regarding service.
Ensure budgetary goals are met and that all work is performed in a timely and cost-effective manner.
Respond to each inquiry, whether from a customer, vendor, or co-worker, in a courteous and professional manner.
Respond or report to work as directed by supervisory personnel for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.
Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable), and policies of the Authority, including the EEO, Anti-Discrimination, Anti-Harassment, and Anti-Retaliation policies.
Perform all other duties and projects that may be assigned.
Supervision
Supervise service planning staff. A bachelor's degree from an accredited institution in Public Administration, Business, Transportation, Planning, or a related field. Five (5) years of experience in transportation planning/analysis, transportation policy, or transportation program management. One (1) year supervisory and/or lead experience. Knowledge of Word, Excel, databases, and schedule software applications (such as HASTUS). Knowledge of Automated Data Collection Systems. The ability to provide internal and external customers with a courteous and professional experience. Effective organizational, analytical, multi-tasking, time management, and interpersonal skills. The ability to handle sensitive and confidential information in an appropriate manner. Possess excellent customer service, conflict resolution, and communication skills. The ability to work any and all shifts and or locations as assigned or directed. The ability to supervise and work effectively with a diverse workforce. A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement. An associate degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement. A master’s degree in a related subject substitutes for two (2) years of general experience. A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience. Preferred Experience and Skills
A master’s degree from an accredited institution in Public Administration, Business, Transportation, Planning, or related field. Experience in transit service planning. Related experience in a supervisory capacity overseeing direct reports, consultants, and/or project management.
