Oracle Fusion ERP implementation to replace the legacy Oracle E-Business Suite (EBS) system in place since 1999. This initiative impacts financials, HR, payroll, procurement, budgeting, grants, reporting, and enterprise operations across 15 departments and approximately 1,655 employees.
The Project Director will serve as the County’s on-site executive leader for this program, providing full-time, in-person leadership throughout planning, testing, cutover, go-live, and post-go-live stabilization. The Project Director will guide the County PMO, coordinate daily with Sierra-Cedar (implementation partner), and ensure alignment between County leadership, internal project managers, technical teams, and subject matter experts.
Key Responsibilities
Program & PMO Leadership
Serve as Marion County's on-site Project Director and single point of leadership for the Oracle Fusion ERP program.
Lead and oversee the County's Project Management Office (PMO).
Direct and coordinate the work of internal project managers and cross-functional workstreams.
Ensure alignment across County leadership, departments, IT teams, SMEs, and Sierra-Cedar.
Implementation Oversight
Manage the overall project schedule, risks, issues, dependencies, and deliverables.
Coordinate daily with Sierra-Cedar to track progress, resolve issues, and maintain accountability.
Oversee key implementation components including:
Testing readiness and execution (SIT, UAT)
Data conversion and validation
Security role design and reviews
Cutover planning and execution
Go-live readiness and deployment
Post-go-live stabilization and transition to operations
Governance, Communication & Reporting
Lead on-site meetings, workshops, and governance forums.
Provide regular executive-level status reports to County leadership.
Proactively identify risks and issues; drive timely resolution and escalation as needed.
Ensure strong communication and collaboration across departments and stakeholders.
Change Readiness & Knowledge Transfer
Support training coordination, documentation, and readiness activities.
Ensure effective knowledge transfer to County staff for long-term ownership of Oracle Fusion.
Promote process improvement and adoption of best practices, reducing reliance on shadow systems.
Required Experience
Minimum 5+ years leading large-scale ERP or major enterprise technology implementations
Demonstrated experience managing projects similar in size and scope to an Oracle Fusion ERP implementation
Experience coordinating cross-functional teams and vendor partners
Strong preference for public sector (government, county, state) ERP experience
Proven success delivering complex, multi-module ERP programs end-to-end
Education & Certifications
Bachelor's degree in IT, Computer Science, Business, Engineering, or related field
Master's degree (MBA, IT Management) preferred
Helpful Certifications (Preferred): PMP, PgMP, PMI-ACP
Oracle Cloud / Oracle Fusion certifications; ITIL or similar governance frameworks
Skills & Competencies
Strong ERP program leadership and governance
Excellent communication, coordination, and stakeholder management skills
Strong planning, risk management, and problem-solving abilities
Ability to supervise project managers and manage vendor delivery teams
Executive presence with the ability to report clearly to senior leadership
Additional Requirements
Full-time, continuous on-site availability for the duration of the project
Willingness to commit through go-live and stabilization
Ability to provide three (3) references from similar ERP projects completed within the last five (5) years
