The Pricing Director leads pricing strategy, cost modeling, competitive analysis/Price-to-Win (PTW), subcontractor rate management, and pricing-volume development for Federal IT and professional-services proposals. This role partners with Business Development, Operations, Contracts/Subcontracts, and Finance to build accurate, compliant, and competitive pricing submissions. Owns solicitation pricing volumes, BOEs, salary surveys, subcontractor pricing calls, and final price-file delivery. Support the corporate Finance team with targeted analytical or modeling tasks as assigned.
Key Tasks and Responsibilities
Lead corporate pricing analysis and develop defensible estimates to support new business proposals; make recommendations regarding pricing policies, processes, and strategies
Establish PTW, perform competitive intelligence and market research (FPDS, historical bids, other sources), and recommend pricing posture
Maintain and customize pricing models and pricing libraries; build competitive pricing databases from historical submissions and market data
Lead pricing reviews with Executive Leadership; integrate direction on PTW and subcontractor strategies
Develop and maintain a pricing schedule of events that aligns with the Shipley Business Development process, ensuring pricing activities stay synchronized with BD milestones, capture tasks, and proposal team workflows
Review RFP/RFQ instructions, attachments, templates, and identify pricing-related risks and compliance issues
Conduct salary surveys and import findings into pricing tools; perform market research by geography and labor category
Work with Operations to define Bid LCATs and complete labor-category crosswalks
Develop and validate BOE, LOE, indirect/wrap rate assumptions, and escalation logic; collaborate with Finance/Accounting to keep cost inputs current
Prepare subcontractor pricing data-call packages; review initial and target rates; negotiate as necessary
Prepare pricing-related government Q&A, validate assumptions, and author price narratives and BOE documentation
Build government price files and cost‑realism/sensitivity analyses; maintain audit‑ready documentation for DCAA/DCMA requests
Cross‑check and validate final pricing submissions; ensure files are complete, compliant, and ready for “white glove” review and submission to customer
Augment corporate Finance team when proposal workload is low
Education & Experience
Bachelor’s degree in Finance, Business, Accounting, Economics, or related field preferred
Minimum 8 years pricing federal government services in IT, cybersecurity, or technical services
Minimum 2 years in federal proposal support
Proven experience managing each of the government contract types: FFP, T&M and CPFF contracts
Proven PTW experience required
Demonstrated success leading pricing on complex, multi‑partner proposals
Master level expertise with Excel is required
Familiarity and experience with the Federal Acquisition Regulation (FAR) and DFAR
Certifications

Security Clearance
Ability to obtain and maintain a DoD Secret clearance (no clearance required at start)
