Manager of Government Affairs
The Federation of American Scientists (FAS) seeks a strategic and collaborative Manager of Government Affairs to advance our mission at the intersection of science, policy, and governance. In this pivotal role, you will help shape and execute FAS’s engagement strategy across both the executive and legislative branches, driving meaningful policy impact on critical issues such as emerging technology, climate solutions, government capacity, and scientific funding.
Key Responsibilities
Build credibility and trust with internal stakeholders and external government partners across the executive and legislative branches.
Mobilize allies and build coalitions to support policy agendas.
Collect and analyze intelligence to refine advocacy and lobbying strategies.
Adapt communication styles and methods to meet audience needs and advance policy goals.
Utilize policy entrepreneurship tools to shepherd sound policy ideas into implementation via Congressional or Executive Branch action.
Steward transparent systems and processes for staff involved in government affairs.
Break down silos and build connectivity across teams to work toward common goals.
Train and coach staff to become skilled policy entrepreneurs and political operators.
Maintain a strong network across government to cultivate partnerships for policy solutions.
Required Skills and Experience
5+ years of relevant experience in policy engagement, including 1–3 years in Hill, Executive Branch, or government‑affairs roles.
Exposure across science & technology policy domains.
Proven ability to execute a strategy and work within a portfolio (annual/quarterly OKRs, roadmaps) with minimal oversight.
Policy entrepreneurship: turning ideas into action through legislative or executive pathways.
Exceptional stakeholder management and coalition building with congressional offices, agencies, philanthropy, and civil society.
Advanced communication skills—concise briefs, talking points, data‑informed narratives tailored to decision‑makers.
Strong analytical rigor and judgment for intelligence gathering.
Program management experience coordinating cross‑functional teams and vendors/contractors.
High bar for nonpartisan professionalism and evidence of working across parties and viewpoints.
Process and compliance discipline (lobbying/ethics rules) and use of CRM to track outreach and outcomes.
Excellent organization and prioritization in a fast‑moving environment.
Comfort operating across multiple S&T domains (e.g., emerging tech, clean energy, government capacity).
Schedule & Compensation This hybrid role involves 2–3 days on‑site and 2–3 days remote, depending on organizational needs.
Salary Range: $70,000 – $85,000 (plus collective‑bargaining terms).
