Description Compensation Range:

$80,000 - $85,000 yearly commensurate with experience

Overview In partnership with the Department of Youth & Community Development (DYCD), Housing Works launched the CRED Program, a new specialized 24‑week paid training program for justice‑involved and justice‑impacted individuals ages 25 – 40. The program provides case management, connection to wraparound health services, industry‑recognized credential trainings, paid internships and employment placement and retention support. Reporting to the Director of Workforce Development Services, the Program Manager will oversee day‑to‑day operations of the CRED Program, provide supportive supervision to the team, lead communications with stakeholders, develop and monitor quality assurance and improvement activities and assist with integrating the CRED Program into the Justice Initiatives Department and broader agency services.

Responsibilities

Oversee day‑to‑day operations of the CRED Program.

Provide supportive supervision and guidance with supervisees regularly.

Assist with the development and implementation of quality standards and program workflows to optimize program performance.

Lead hiring and recruitment activities.

Ensure all team members receive frequent, consistent training to support professional development.

Lead coordination with funders, external training providers and other key stakeholders.

Develop and implement quality improvement activities.

Submit program reports in accordance with internal and external standards.

Submit monthly program dashboards to senior program and department leadership.

Monitor program performance outcomes closely.

Ensure the program meets all internal and external contract requirements.

Assist with integrating the CRED Program into the larger department and agency infrastructure of services.

Engage in networking and outreach activities to promote program services.

Address and resolve client grievances as needed.

Engage in crisis intervention activities as needed.

Other functions that may be required with this position include:

Attend and promote engagement in required advocacy activities.

Display Housing Works core values in all day‑to‑day functions.

Requirements Bachelor’s Degree required in social services, psychology, social work or other related field.

Minimum 3 years of experience working in the workforce development or vocational training sector.

Minimum 3 years of experience leading teams and providing individual supervision.

Experience working with individuals with previous involvement in the criminal legal system.

Experience developing and launching new programs and enhancing currently operating programs.

Strong written documentation and communication skills.

Good problem‑solving skills and ability to work autonomously.

Microsoft Office Suite, particularly Excel, required.

The following additional competencies are viewed as important to success in this position:

Preferably bilingual in Spanish.

Excellent written and oral communication skills.

Excellent or proficient technical skills to perform tasks related to Microsoft Office, email and case management systems.

Ability to work independently and collaboratively with the team.

Ability to frequently travel within the boroughs via public transportation.
